Marcos Orders Comprehensive Review of DPWH budget Following Irregularity Concerns
MANILA, Philippines – President Ferdinand Marcos Jr. has ordered the Department of Budget and Management (DBM) and the Department of Public Works and Highways (DPWH) to undertake a “sweeping review” of the DPWH’s proposed budget for the 2026 National Expenditure Program (NEP). The directive, announced Wednesday by Malacañang, comes after the President uncovered alleged irregularities in DPWH flood control projects, prompting a full investigation.
The review aims to ensure responsible allocation and utilization of public funds, notably in light of concerns regarding possibly fraudulent projects. This action underscores the Marcos governance’s commitment to fiscal transparency and accountability in infrastructure spending, a critical component of the nation’s economic progress. The outcome of the review could lead to important adjustments in the DPWH’s budget allocation and potential legal repercussions for those found to have engaged in wrongdoing.
Palace Press Officer Claire Castro stated the President’s intention is to implement “necessary changes and the proper use of people’s money.” Marcos reportedly expressed strong disapproval upon discovering what he described as “ghost” flood mitigation projects, warning that contractors involved could be blacklisted and face charges of economic sabotage.
The investigation is ongoing, with authorities examining the details of the flagged projects to determine the extent of the irregularities and identify those responsible. The results of the review and investigation are expected to be released in the coming weeks, potentially impacting future infrastructure projects and procurement processes within the DPWH.
