The Philippines tookโ a leading role on the international stage by spearheading the Manila Declaration on Seafarers‘ Human Rights, Safety, and Well-being. Thisโ new agreement aimsโฃ to considerably โbolster protections for the over two million โseafarers worldwide.
Theโ declaration was unveiled during a three-day “International conference on Seafarers’ Human Rights,โข Safety and Well-being” held at the Manila Diamond Hotel, attracting delegates -โ including government officials, maritime industry leaders, and representatives – from over 30 nations.
A core tenet of the Manila Declaration is the affirmation that fundamental human rights apply universally to all seafarers, irrespective of their โnationality, the vesselโ they serve on, โor the โคjurisdiction under which they operate. The agreement calls for increased collaborationโ between governments, shipowners, and international โorganizations to prioritize seafarer welfare and establish a consistent global standardโข for maritime safety and laborโข practices.
Recognizing ongoing threats, the โคdeclarationโค stresses the need for stronger enforcement of existing international regulations and improved cooperation to combat piracy and armed robbery againstโ ships. Shipping companies are encouraged to update security protocols and implement enhanced monitoring systems, particularly in areas identified asโ high-risk.
The agreement also reinforcesโค the labor standardsโฃ outlined in the Maritime Labor Convention of 2006, aiming to guarantee safe, decent, and livable working conditions for all seafarers. This will likely impact operational and compliance procedures throughoutโ the maritime industry.Beyond safety and labor, the Manila Declaration champions gender equality andโ workforce inclusion,โข advocating for the elimination ofโข discrimination and the promotion โof diversity within the maritime sector. Companies are encouraged to implement inclusive hiring โคpractices and invest inโ leadership advancement โprograms to build a โขmore โenduring and robust workforce.
Acknowledging the rapid evolution ofโ the maritime โฃindustry, the declaration also highlights โขthe importance of equipping seafarers with theโ skills โneeded to navigate technological advancements,โ including digitalization and decarbonization efforts. It promotes technical cooperation โคand capacity-building in maritime education and training through various collaborative โarrangements.
The Manila Declaration, according to โitsโ text, “promotes technical cooperation and capacity-buildingโค in maritime education and training โฃthroughโฃ North-South, โขSouth-South and triangular cooperation arrangements, as relevant.”
By establishing aโข comprehensive โขframework encompassing safety, labor rights, inclusion, and skills development, the Manila โฃDeclaration provides a roadmap for protectingโค seafarers while concurrently supporting the modernization and sustainable growth of the global maritime โฃindustry. It offers practical guidance โfor shipping companies and stakeholdersโฃ to enhance working conditions, strengthen security measures, and adaptโข to the changing demands of the maritime world.
