A statewide standard for cellphone use in Pennsylvania classrooms is under consideration as lawmakers return from summer recess. The proposed legislation aims to reduce distractions and improve learning by requiring students to lock away their cellphones during school hours. Rep. Mandy Steele, D-Allegheny County, the bill’s sponsor, said a “statewide standard saying that we cannot allow children to have access to a smartphone or cellphones in class makes a whole lot of sense.” The bill includes exceptions for students with family members who have medical conditions, volunteer fire company members and first responders, or those with permission from a school administrator. School districts would need to submit plans to the state on how they intend to implement and enforce the restrictions. East Pennsboro Area School District Superintendent Michael Robinson acknowledged the challenges of implementing a blanket ban, noting that a single cellphone infraction could cost staff significant time.he suggested targeting legislation rather than a broad ban.
