The city of Strasburg in Mecklenburg-Vorpommern, Germany, has lost a legal battle against its insurance provider, the Ostdeutsche Kommunalversicherung (OKV), over funding for the reconstruction of its cultural center, which was destroyed by fire in 2022. The ruling, delivered by the Neubrandenburg Regional Court on Wednesday, centers on a dispute over whether the building was adequately insured.
According to a court spokesperson, the OKV is not obligated to provide an additional 400,000 euros to the city, as the cultural center was deemed underinsured. The insurance company had initially paid out 1.4 million euros, reflecting the assessed time value of the building, while the city argued for a full reimbursement based on the building’s original value of 1.8 million euros. The city had hoped to receive the complete sum needed for the rebuilding project.
The fire that destroyed the cultural center occurred in April 2022, and the cause remains undetermined. The total cost of rebuilding is currently estimated at approximately 6 million euros. The city of Strasburg, located in the Vorpommern-Greifswald district, initiated the lawsuit seeking full coverage of the damages, arguing that the insurance policy should have provided complete financial restitution.
The court determined that Strasburg had missed opportunities to address the existing “underinsurance” issue. The city now has the option to appeal the decision at the Rostock Higher Regional Court.
Despite the legal setback, reconstruction of the cultural center is proceeding and is expected to be completed by the end of the year. The case was reported by NDR 1 Radio MV during its regional news broadcast from Neubrandenburg on February 18, 2026.
