Project to secure the GP emergency service continues

The municipal council of Zweisimmen decides to provide financial support for Sparenmoos and the mountain communities affected by storms, as well as a loan to secure the primary care emergency service.

The municipal council has approved a commitment credit of CHF 13,769 to continue the project to secure the primary care emergency service in the region, as the municipality of Zweisimmen writes in a statement.

After the project was completed in the 2023/2024 winter season with positive feedback, the intention is to continue the project in summer/autumn 2024. Since the approved credit for the winter season was not used up, the surplus will be used to continue the project in summer/autumn. The organization will no longer be carried out by GSS AG, but Medaxo AG will take over the organizational planning in addition to the implementation.

Sparenmoos – NRP project tourism development

In order to strengthen and develop the tourist and economic offering in Sparenmoos, a project was developed together with Bruno Kohler (owner of the Sparenmoos accommodation), the Sparenmoos Aktiv association and the municipality, which is planned as part of the “New Regional Policy”, according to the statement. The municipal council is convinced of the development potential and the tourist opportunities around Sparenmoos and approved a contribution of 10,000 francs towards the project costs.

The plan is to increase the number of overnight accommodations, expand the snack bar to sell regional products, and create synergies and adjustments to the activities and infrastructure.

Support Help Storm Mountain Communities

Due to the devastating damage caused by heavy rainfall and mudslides in June this year, the Swiss Sponsorship for Mountain Communities set up a storm fund. In solidarity with the affected communities, the municipal council decided to provide support of one franc per resident and approved the additional credit of 3,500 francs.

Personnel – Municipal administration

Tim Klossner, a former apprentice in the municipal administration, will continue to be employed at a 40 percent workload until the end of July 2026. Together with the appointment, the municipal council has approved a supplementary credit of CHF 10,000 for 2024.

After Tim Klossner successfully completed his apprenticeship at the municipal administration in the summer, he was offered a temporary contract. Tim Klossner will mainly provide personnel support for the construction and occasionally the financial administration.

Swimming pool – renovation filter

The municipal council has approved a commitment credit of CHF 66,000 to renovate the filter system in the Zweisimmen swimming pool.

The water filter at the swimming pool has reached the end of its service life and urgently needs to be renovated. The filter renovation was already apparent some time ago and was already included in the expected amount in the last investment program 2023 to 2028.

Assurance of municipal citizenship

Upon Katharina Havemann’s request, the municipal council granted her citizenship of the municipality of Zweisimmen.

Betelriedgasse; renovation of road surface

The municipal council has approved a commitment credit of CHF 170,000 for the renovation of the road surface between Betelriedgasse 5 and 10.

During the ongoing construction work around Hüsy-Stutz and Betelriedgasse, it was discovered that the road did not have a foundation layer that met the technical requirements. The old pavement layers also do not meet the technical standards. To ensure that the road section can be renovated in the long term, the road structure is being constructed using the latest technology.

Sewer rehabilitation hinder Rychestei to Mosenried, contract awarding of construction work

The local council has awarded the construction work for the sewer renovation from Hindere Rychenstein to Mosenried to Banholzer Bau AG. The offer from Banholzer best meets the requirements in terms of cost-effectiveness and technical requirements.

Salt spreader workshop

The salt spreader on the orange Hansa vehicle in the depot is getting old and needs to be replaced before next winter. The local council has approved an additional loan of 19,000 francs for the purchase.

The new salt spreader is 0.24 cubic metres larger, allowing for greater flexibility and combining routes.

Christmas/winter lighting

The Christmas/winter lighting will be installed by the depot staff and the caretaker team until further notice. The relevant safety training in rope-up techniques was completed last year. The local council approved an additional credit of 2,500 francs to supplement the rope equipment.

The lighting of the Simmenweg and the Christmas/winter lighting will delight locals and guests with small adjustments from the 1st Advent / 1st December.

Open Air Cinema Zweisimmen

The municipal council is extending the annual financial support of CHF 3,000 for the Zweisimmen Open Air Cinema for a further three years until 2027.

Two associations in the wood industry are planning a joint training center in Lützelflüh. The first inter-company courses for aspiring joiners and carpenters are to be offered there from 2028.

The Bernese section of Holzbau Schweiz and the Bernese Master Carpenters Association are behind the project. According to their statement on Friday, the Lützelflüh location is suitable due to its good accessibility, synergy effects and structural and logistical possibilities, among other things.

The training center will be four stories high and will provide space for training rooms, specialized workshops and shared infrastructure. At the end of May, the Bernese carpenters had already approved a project loan of 250,000 francs. Now the woodworkers have followed suit and approved a loan of the same amount.

The situation before the first match in the highest Swiss handball league was clear: Wacker Thun went into the match against last year’s finalists Kriens-Luzern as clear underdogs. The whole thing was made more difficult by the fact that, like last year, Thun was missing several players due to injury.

The game in central Switzerland had only been going on for a few minutes when it was already clear that the Oberland team would have nothing to gain against the favorites. Thun had to wait a long time for their first goal, while Krienz-Luzern was already pulling ahead. The home team was 15:9 at halftime – a deficit that was difficult to overcome.

It’s raining goals

The second half continued in the same way as the first. Kriens-Luzern played themselves into a frenzy, kept scoring and never left any doubt that this was the first win of the new season. And Wacker? A lot of things weren’t going right for Thun. The Oberland team struggled, especially in attack.

For Remo Badertscher’s team, it was now a matter of limiting the damage, as the saying goes. But even that was only partially successful. In the end, the score was 34 to 23 for the favorites from central Switzerland, and Wacker’s first clear defeat of the season was sealed.

Next week there will be a new chance for Thun: In the first home game of the season, Wacker Thun will face HSC Suhr Aarau.

The more than 30,000 spectators in St. Jakob-Park, which had not been this full for FCB for over a year, also came for him: returning player Xherdan Shaqiri. In the 66th minute he made his first appearance for his home club in over twelve years. He immediately made his mark with a free kick that Yverdon’s goalkeeper Paul Bernardoni had difficulty saving.

The prospects with Shaqiri and Kevin Carlos, who has also been newly signed but has not yet played, are one positive thing for FCB. The goal was not without controversy, because the previous attempt by Léo Leroy to win the ball could have been disallowed.

The future now looks bright for Basel. Next Saturday they will travel to Sion before hosting FC Zurich after the international break – probably again in front of more than 30,000 spectators.

GC hands over red lantern to YB

The Grasshoppers achieved their first championship victory. Two unexpected goalscorers gave the Zurich team a 3-1 home victory against FC Sion. The Grasshoppers waited almost a month for the work permit of Lee Young-Jun, the 21-year-old South Korean striker. A few days before the fifth Super League game of the season, Lee finally received the okay and needed just 42 seconds to score in his first match for GC.

The next GC goalscorer on Saturday evening, Latvian defender Kristers Tobers, ended a nearly five-year drought without a goal at club level. A good hour and three minutes after Sion’s interim equaliser, the 23-year-old scored with a drop kick from 15 metres to make it 2-1. Tsiy Ndenge secured the win in the 90th minute.

Even if Zurich’s three goals were a bit of a coincidence, the win was deserved. GC did a lot and had good chances in addition to the moves that led to the goals. Sion offered little apart from the beautiful combination that preceded Kevin Bua’s 1:1. Thanks to the win, GC gave up last place in the table to YB.

Lucerne in a state of euphoria

FC Luzern wins for the third time in a row. Lars Villiger shines as a double goalscorer in the 3-0 home win against Winterthur. In his 50th Super League game, he showed how important he is for FCL in this still young season. The Central Swiss team showed a solid, composed performance, which the 21-year-old homegrown player enhanced with his two goals. He has now scored four league goals and one goal in the cup this season. German newcomer Sinan Karweina also had a taste of success with the 3-0 win. It was his first goal in the Super League.

After just two and a half minutes, Villiger scored the game-changing 1-0 against a harmless Winterthur team. The Swiss junior international beat Winterthur goalkeeper Markus Kuster and headed the ball past the Austrian into the net. After the break, a perfect pass from Thibault Klidjé put him in a scoring position. With a lob, he beat the Greek Stefanos Kapino, who had replaced the injured Kuster during the break.

Winterthur’s coach Ognjen Zaric will have a few things to think about in the coming days. His team made very little of the ball they had. Two chances after the break, when shots flew just wide of the post, were the best the Zurich team had to offer.

Children survive thanks to donor hearts from abroad

Four out of five donor hearts for children have recently been imported from abroad. This is one of the reasons why the mortality rate of children who depend on a donor heart has fallen to 15 percent, said Franz Immer, director of Swisstransplant.

When Immer started at Swisstransplant around 16 years ago, the mortality rate of children who needed a donor heart was still at 80 percent. This was stated by the director of the national foundation for organ donation and transplantation in an interview with the “Tages-Anzeiger” on Saturday.

Between 350 and 400 organs are listed each year on the platform of the European allocation organization Foedus, Immer said. The most common are hearts, followed by lungs and livers. The organization was founded because it is often not possible to find a recipient in one’s own country, especially for children.

Transport of maximum four hours

Switzerland imported 45 organs and exported 26 organs last year, said Immer. The aim is to balance exports and imports. The transport of an organ costs around 20,000 francs, depending on the distance. “For a heart, transport should not take more than four hours,” said Immer.

Swisstransplant uses such cool boxes to transport donated organs for transplantation.

To put the figure into perspective: According to Immer, a heart transplant costs around 150,000 francs, a kidney transplant a good 60,000 francs. Dialysis, on the other hand, costs 100,000 francs per year. “With 300 transplants, the savings potential amounts to half a billion francs per year,” Immer calculated.

All-time high for organ donations in Switzerland

Last year, more organs were donated in Switzerland than ever before. A total of 675 people on the waiting list received an urgently needed organ in 2023. In 2022, the Swiss electorate approved the so-called extended opt-out solution (the J platform reported). It is expected to come into force in 2026. After that, all people who did not refuse to do so during their lifetime will be considered organ donors. A person’s relatives can still prevent organ removal.

General agreement with the Transplantation Regulation

The Federal Council’s regulation on the implementation of the so-called opt-out solution for transplants has been met with general approval by parties and organizations. However, there was criticism during the consultation process because the opt-out process was too complicated and there was a possible delay due to the link to the e-ID.

The Swiss electorate approved the so-called extended opt-out solution in 2022. This means that all people who did not refuse to do so during their lifetime are now considered organ donors. A person’s relatives can still prevent organ removal.

According to the Swiss Academy of Medical Sciences (SAMS), the procedures for determining willingness to donate in the Federal Council’s ordinance are too complicated and there are various ambiguities.

In addition, the obligation of hospitals to inquire about known and reachable next of kin is formulated too comprehensively. This would lead to too much work for hospitals.

Data protection and information

The SVP, for its part, insists that the register in which people who do not wish to donate their organs must register must “have the highest standards of data protection.” The party also demands that, in addition to the e-ID, identification in the register must also be possible using a passport or a physical ID.

However, the party believes that the key to implementation is the obligation to provide information by authorities and experts. The population must be actively informed about their right to object and be able to receive help with registration. If the will is unclear, the surviving relatives must also be given precise information.

The SP is also concerned about informing the population: it demands that the Federal Council be explicitly obliged in the regulation to carry out an information campaign so that most people are motivated to hold on to their will.

Transitional solution required before E-ID

The director of Swisstransplant, Franz Immer, feared in the SRF program “Heute Morgen” on Wednesday that linking the declaration of objection to the e-ID could lead to a delay in the implementation of the will of the people. This would be difficult from the perspective of the patients affected.

In its response to the consultation, which ended on Wednesday, the SP is therefore calling for an interim solution until an e-ID is introduced. This would allow people to register in the organ and tissue donation register beforehand.

The FDP is even clearer on this point: it is incomprehensible that linking the register to a future e-ID would create further hurdles. It is therefore also calling for alternative identification features to be used until the e-ID is available.

The Evangelical Reformed Church of Switzerland (EKS) also fears that problems with the introduction of the e-ID could also lead to “immediate negative effects” on organ distribution.

The EKS considers it unacceptable that the regulation allows preparatory measures for organ removal to begin before a possible objection has been finally resolved. This contradicts the principle of doing no harm and doing good to the dying or deceased person.

City of Bern increases loan for gasworks site

To complete the work up to and including the rezoning and upzoning of the gasworks site, the municipal council has approved a credit increase of 2.9 million by 400,000 to 3.3 million francs from the fund for land and housing policy, as it wrote in a statement. The funds allocated in 2017 are not sufficient, as it was not foreseeable that the site development would have to be coordinated with a temporary school building and gymnasium.

This led to additional costs in the preparation of the indicative project and to the early planning and implementation of ecological replacement measures, it continues. With the renovation of the gas boiler, another construction project was started that requires a high level of coordination with the site development. The next step in the development of the gasworks is the public publication of the zone with planning requirements (ZPP).

Lory sports field: renovation planned

The municipal council has adopted a new property strategy for the Lory sports field and decided to include the renovation project in the city’s investment planning again. It is planned to build a replacement building for the existing changing room building. The grass field is also to be renovated, a lighting system installed and the fence replaced. After the project has been developed and the loan approved, the work can be implemented from 2026 according to the current planning status.

The municipal council had originally decided not to build a replacement building at the Lory sports field in the last package of measures to improve the budget in 2021. By reviewing its savings decision, the municipal council is complying with the demands of a postulate passed by the city council in December 2022.

Geo-information system: Loan requested for continuation until 2027

The city of Bern operates a comprehensive geographic information system (GIS-Bern). This is used daily by many of the city’s departments to collect and manage their geodata. Spatial analyses and graphical evaluations are used to create a basis for decisions on complex, location-specific issues. GIS-Bern consists of the central GIS database and the GIS servers, the geoportal for obtaining geodata and services, the applications for the public (city map and 3D viewer) and central specialist applications.

They are supplemented by decentralized geo-specialist applications in individual departments. To ensure that the municipal GIS infrastructure can continue to be used and maintained in the future, the municipal council is requesting a commitment credit of CHF 735,960 (annual costs of CHF 245,320) from the city council for the extension of the existing maintenance contract with the companies VertiGIS and ESRI Switzerland from January 1, 2025 to December 31, 2027.
