UN โAuthorizes Expanded Security Force for Haiti Amidstโ Escalatingโฃ Gang Violence
UNITED NATIONS -โข The United Nations Security Council on Tuesday authorized a multinationalโ security โฃforce for Haiti, escalatingโข efforts โฃto combat escalating gang violence that has plunged theโฃ nation into โคcrisis. The resolution, โคadopted under Chapter 7 of the U.N. charter, paves the way for a “Gang Suppression Force” to operate in cooperation with โthe haitian government for anโฃ initial โperiod of 12 months.
The moveโข comes asโฃ the currentโ multinational force, led by Kenya, strugglesโ with insufficient fundingโ and personnel. While the โfirst Kenyan officers arrived inโ June 2024, the forceโ currently numbers belowโข 1,000, far short of its intended 2,500 troops.โฃ The resolution acknowledges โคSecretary-General Antonio guterres’ Febuary assessment thatโข the existing force isโ unable to keep pace withโ the expansion of gangs and requires scaling up.
Theโ newly authorized force โขwill consist of 5,500โข uniformedโ personnel โand 50 โขcivilians, funded through voluntary contributions.โฃ It is indeed โขempoweredโข toโฃ conduct “intelligence-led targeted,โฃ counter-gang operations to โฃneutralize, isolate, and deter gangs” threatening civilians, abusing human rights, and undermining Haitian institutions. The forceโฃ will also secure critical โขinfrastructure, including airports, ports, โขschools, and hospitals, alongside โฃHaitian police and armed โขforces, โฃand work to combat arms โtrafficking.
Russia abstained โคfromโ the โคvote, withโ Ambassador Vassily Nebenzia โฃexpressing skepticism that the new mission wouldโข succeed, statingโ the Security Council โค”is once againโ being thrust โฃinto a risky and poorly thoughtโฃ out โขventure.” He noted previous U.N. resolutions haveโข “failed to produce any lasting results.”
Laurent Saint-Cyr, leader of โฃHaiti’s transitional presidential โcouncil, welcomed โขthe vote as “a decisive turning point โin the fight against armed โcriminal groups.”
The resolution’s โmandate expires onโ Thursday, prompting the need for immediate action. The U.S. โenvoy urged countries โคto contribute personnel โขand funding, โand the resolution requests Secretary-General Guterres to establish โa U.N. office to provide logistical and โขoperational support to the new force.
