Israeli Military Continues Attack on Gaza: Ceasefire Negotiations Stalled

The Israeli military continues to attack the independent Palestinian territory of Gaza. Since October 7, 2023, more than 34,000 Palestinians have been killed. The Israeli army has stepped up its offensive and launched an attack on Rafah, the southernmost part of Gaza, where 1.5 million people have fled. At the same time, there is no expectation that the Israelis will be released by the Islamic group Hamas.

Under these circumstances, the United States, Qatar, and Egypt have stepped in to mediate, and cease-fire negotiationsare underway. Although Hamas announced its acceptance of the ceasefire proposal, the Israeli government showed no signs of making any concessions, and ceasefire talks reportedly ended without any results. . What will happen to future truce talks? How are ceasefire talks going in the first place? Frontline Press, a group of specialty reporters, provides an easy explanation.

(front line press)

A three-stage firestop proposal

In the latest round of talks, delegations from Israel and Hamas gathered in the Egyptian capital Cairo to continue negotiations towards a ceasefire and the release of hostages. In the process, Hamas announced that it accepted the ceasefire proposal put forward by Qatar and Egypt.

According to Qatar-based broadcaster Al Jazeera, the proposed ceasefire is divided into three phases of 42 days each.

The first phase involves exchanging 33 Israeli hostages for hundreds of Palestinians held in Israeli captivity.

The second phase is the complete withdrawal of Israeli forces from Gaza.

The third and final phase involves releasing all hostages, lifting the Gaza blockade, and beginning a UN-led reconstruction plan.

The Israeli side maintained their position in rejecting the proposal, criticizing it as “far away from their own demands.” Prime Minister Netanyahu has said that the aim of the attack on Gaza is to “destroy Hamas”. Perhaps they believe that if they allow a complete withdrawal from Gaza, they will lose.

With the majority of Gaza’s residents starving, there is a risk of further mass killings (genocide) if things continue as they are. According to Israel, around 30 of the more than 130 hostages held by Hamas are believed to have died. Salvation for those still alive seems to be even further away.

On April 22, the British Parliament passed a bill to deport illegal immigrants to Rwanda, Africa. In response, Prime Minister Sunak announced that the first flights to Rwanda would take off in 10 to 12 weeks. What is behind this unusual reaction?

Rapid increase in illegal immigration

Rwanda’s export plan was drawn up by the then government of Boris Johnson in April 2022, and is a policy aimed at curbing illegal immigration. The number of illegal migrants crossing the English Channel in small boats has been increasing for the past five years. In 2018, there were about 300 people, but in 2022 there were about 45,000 people, and in 2023 it will still be high at about 30,000 people, and in 2024 there will be 6,265 people as of April 21. There are.

Many of the immigrants are from Afghanistan, Iran, Türkiye, Eritrea and other countries.

Detaining illegal immigrants is expensive and creates problems such as worse security. In addition, many people lose their lives in maritime accidents while trying to immigrate in small boats.

Johnson’s government tried to conclude an agreement with Rwanda and carry out the export, but it was stopped in June 2022 when the European Court of Human Rights issued an interim injunction.

In November 2023, the UK Supreme Court also ruled that it was illegal. This is because there is a risk that they will be forcibly returned to their country of origin after being transferred to Rwanda, which would be in breach of the Refugee Convention, to which the UK is a party.

Therefore, the government signed a contract with Rwanda guaranteeing that migrants would not be sent back to third countries. The government then introduced an emergency bill stating that Rwanda is a safe country for immigrants. It also orders courts to vacate key parts of human rights law, preventing the High Court from intervening.

The bill was stalled, with the Senate sending it back five times, and the House rejecting the Senate’s amendments. In the end, the Senate withdrew the amendment, citing “respect for the leadership of the elected House of Representatives,” and the bill was approved as originally drafted.

Special Counsel: “Biden couldn’t remember when his son died”

[LONDON]The U.S. Senate on February 13 passed a $95.3 billion (approximately 14 trillion yen) emergency relief bill for Ukraine, Israel and Taiwan by a 70-29 majority, a bipartisan vote after months of turmoil. I gained their understanding. Assistance to Ukraine amounted to $60.1 billion (approximately 9 trillion yen), with the total amount to date exceeding $170 billion (approximately 26 trillion yen). But Republicans are divided in the House of Representatives, and the bill is at risk of rejection.

Republican House Speaker Mike Johnson said, “With no changes to border policy with Mexico, the House must continue to have its own will on important issues. The United States needs better legislation than the one passed by the Senate.” “The Senate bill lacks provisions to stem immigration.”

Ukrainian President Volodymyr Zelenskiy wrote on “The world needs unwavering American leadership to protect human life and freedom. The Senate’s passage gives us confidence and motivation.”

The European Union’s (EU) aid of 50 billion euros (approximately 8 trillion yen) to Ukraine was approved at an emergency summit meeting on February 1st. In the United States, confidential documents from President Joe Biden’s time as vice president were found in his home, and Special Counsel Robert Hur said, “Mr. Biden has extremely limited memory. He clearly remembers when his son died.” ”, which shocked the world.

The Disputed Territory of Palestine and Israel: A Japanese Diplomat’s Perspective

A lonely struggle between Palestine and Israel that has abandoned the spirit of “negotiation”

Hamas, which rules the Palestinian Gaza Strip, and Israel have been exploring ways to cease fighting, but no agreement has been reached between the two sides. Hamas has called for a permanent ceasefire, but as of February 8, 2024, Israel has not stopped its attacks on Gaza, with the goal of annihilating Hamas.

Why has the conflict between Israel and Palestine never ended, and what does it take to end it? 『Gaza: Israel and Palestine as seen by a Japanese diplomatWe spoke to Koichi Nakagawa, a former diplomat who worked at the Embassy of Japan in Israel and the Japanese Government Representative Office in Gaza from 1998 to 2001, who published the book “Gentosha”. (Interviewer: Yoko Seki, writer & video creator)

──How did you become involved in the Middle East, especially Israel and Palestine?

Mr. Koichi Nakagawa (hereinafter referred to as Nakagawa):I joined the Ministry of Foreign Affairs in 1994, and in October 1993, six months before I joined the Ministry, I was approached to be in charge of Arabic language. Until then, I didn’t know any Arabic. It was a foreign language to me, I didn’t even know where it was spoken.

After entering the ministry, I stayed in Egypt from 1995 to 1998 for Arabic language training. Egypt’s neighbor is Israel. Egypt also borders the Gaza Strip, which is now the Palestinian Authority.

While I was in Egypt, I heard Egyptians talking a lot about Israel and Palestine. When that happens, I become interested in Israel and Palestine.

I decided to see it for myself and attended a summer course at Israel’s Hebrew University in Jerusalem in July 1996. On weekends when I didn’t have summer course lectures, I visited the Palestinian territories of the Gaza Strip and the West Bank of the Jordan River.

At a refugee camp in Gaza, I met an old man named Mustafa. He told me about his life, even though I could only speak a smattering of Arabic.

Originally from the territory of present-day Israel. When the First Middle East War broke out in 1948, he came to Gaza as a refugee. He wants to return to his hometown someday.

While I understand Mustafa’s feelings, I was in Israel attending a summer course. Of course, I also have Israeli friends. Some of them were Palestinians who had lost their family members to Hamas terrorism.

I requested to work in Israel and Palestine because I wanted to understand the root of the issue between Israel and Palestine. My hope came true, and from 1998 to 2001 I worked at the Embassy of Japan in Israel and the Japanese Government Representative Office in Gaza.

—What is the “Oslo Accord” that comes up frequently in this book?

US Military Retaliates Against Pro-Iranian Forces in Jordan: The Reality of America’s Vast Global Military Network

For the United States, Japan is a “floating and sinking aircraft carrier” to maintain supremacy in the Indo-Pacific.

US military network covering over 50 countries and territories

On January 28, 2024, a U.S. military base in the desert region of northeastern Jordan was attacked by a drone attack by hostile pro-Iranian forces, resulting in three deaths and approximately 40 injuries.

US President Biden decided to take immediate retaliation, and on February 2nd sent out B-1 strategic bombers to attack pro-Iranian armed groups hiding in neighboring Iraq and Syria, as well as bases of Iran’s Revolutionary Guard Corps (Pas Aran). A pinpoint attack was made with a precision-guided bullet.

This incident may have surprised many people, wondering once again, “Are the U.S. forces even advancing into remote areas of Jordan?”

In 2013, then-President Barack Obama shocked the world by declaring, “America is no longer the world’s policeman.” It has been 10 years since then, and it is true that the United States has withdrawn from the two wars in which it deployed large troops, in Afghanistan and Iraq, and has also closed down the countless US military bases scattered around the world and given back its “world policeman badge.” No wonder.

However, this time, unexpectedly, the United States has continued to station its military around the world, giving us a glimpse of the reality of its inability to stop even if it wanted to.

In fact, the US military’s vast military network spans the globe, with some sarcastically calling it the “army on which the sun never sets.” There are well over 50 countries and regions where soldiers wearing the Stars and Stripes are stationed, and I am once again surprised by how large the numbers are.

According to “Military Balance (2023 Edition)” published every year by the British think tank “International Institute for Strategic Studies (IISS),” the U.S. military has just under 230,000 troops stationed overseas, with soldiers stationed on every continent except Antarctica. There is no other country on this scale other than the United States, and China and Russia are unlikely to be able to imitate it.
