Chile Proposes Constitutional Reform โขto Bolsterโค Border Security
SANTIAGO, Chile,โ Oct.โค 31โ (UPI) — Facing rising concerns over organizedโค crime and irregular migration, Chilean President Gabrielโฃ boric has proposedโ a constitutional reformโ grantingโ the armed forces permanent responsibility for security in border areas. Currently, border controlโ is primarily handled by theโข national police, the Carabineros de Chile,โ wiht military involvement โคrequiring 90-day โcongressional authorizationsโ for specific operations.
The proposed reform,โฃ introduced inโ the โChilean senate earlier โฃthis month, would empower soldiers toโค conduct identity checks, searches, and detain individuals suspected of crimes, handing them over toโค the Carabineros or Investigativeโฃ Police. The government argues this is necessary dueโฃ to the exploitation of irregularโ migration by transnational criminal organizations โinvolved in smuggling, human trafficking, and drug trafficking.
A recent report from the National prosecutor’s Office highlights โฃthe growing presence of at least 16 โฃtransnational criminal groups operating within Chile, โincluding Venezuela’s Tren de Aragua and Colombia’s Los Shottas. While drug trafficking remains the primary source of criminal income,โ kidnapping and extortion are โขon the rise, despite a decrease โin homicides.
The issue of crime and irregular migration has become a central focusโข of Chile’s political landscape ahead of the November 16th elections. Political โฃscientist Claudio Fuentes, directorโ of the Institute for Social Science Research at Diegoโฃ Portales University, believes the proposalโข is intended to demonstrate the government’s โคcommitment to border security, particularly from the left,โ given theโข issue’s prominence.
Though, the reform’s passage is uncertain. The government โคlacks control of either chamber โof Congress,and lawmakers are currently focused on the 2026 budget. Fuentes suggests the bill may โฃbe more of a political statement than a likely legislative achievement before the end of Boric’s administration in March. He also โฃnotes that further legislation regulating the armed forces’ use โof force in border control situations needs to be addressed to avoid potential legal repercussions for military personnel.
