Senators Seek to Limit Executive Authority Following Strikes Against Drug⁢ Cartels

Following recent U.S. military ​strikes targeting drug cartels⁣ near Venezuela, Senators Adam schiff and Tim Kaine have ‍introduced a war powers resolution aimed at clarifying the scope of presidential authority to use military force abroad. The resolution explicitly states that the trafficking ‌of illegal drugs ⁣does not constitute an armed attack or imminent ‌threat of attack justifying military action​ under existing⁢ authorizations.

The move comes amidst a ‍broader⁢ push ⁢from ⁤lawmakers across the political spectrum to reassert Congressional authority over ​military actions, particularly in light of expansive Authorizations for Use of Military Force (aumfs)‌ passed after ‍the 9/11 attacks. These AUMFs have been utilized by multiple administrations to justify military operations against terrorist groups globally. While former‌ President Trump designated ⁢certain Venezuela-based groups, like Tren de Aragua, as foreign terrorist organizations, Congress has not authorized military force specifically ⁢against these entities.

The recent strikes have sparked debate. While ‌some Republican lawmakers have ⁢expressed support, Senator Rand Paul has sharply criticized the Trump management’s actions, specifically objecting ⁤to comments⁣ made by ‍Vice President J.D. Vance who ⁢stated that ​”killing cartel members ⁣who poison our fellow citizens is the highest and best use of our military.” Paul responded,‌ calling such a statement a “despicable and thoughtless sentiment” ⁤and criticizing the glorification of ⁤killing without due process.

Schiff indicated ongoing engagement with Republican senators at the staff level, expressing a desire for bipartisan support for the resolution. As a privileged resolution, the Senate is obligated to vote‌ on the measure in ⁣the near future,⁣ though⁣ the exact timing ‍remains uncertain.

The White House has responded critically to ‌the resolution. Deputy spokesperson Anna Kelly⁢ labeled the ‍effort as “shameful,” accusing ‌Democrats of “running cover for evil narcoterrorists” and highlighting the notable number of American deaths⁣ due ‌to⁣ drug overdoses. Kelly ⁤defended the President’s ​actions as‌ being ⁢in line with the laws of armed‌ conflict and fulfilling a promise to address the cartel threat.

Furthermore, draft legislation is reportedly being circulated‍ within the White⁤ House‍ and on Capitol Hill that would grant President Trump broad authority to target groups ⁢involved in terrorism ‌and drug‍ trafficking, as well as the nations that provide them safe harbor. ⁢Schiff expressed ‍skepticism⁣ that such sweeping legislation could pass Congress, calling it a potentially “new and breathtaking low” for the⁤ legislative branch. he emphasized the dangers of granting the President ​new, broad authority to use deadly force, particularly given the expansive interpretation of post-9/11 ⁤authorizations.

Washington Races to Break China‘s Grip on Critical Minerals, Faces Steep Climb – The U.S. Department of Defense is intensifying efforts to establish an self-reliant supply chain for rare earth elements and other critical minerals, vital for defense technologies and green energy, but faces meaningful hurdles in overcoming China’s decades-long dominance in the field.

The push comes amid growing concerns over national security and economic vulnerability linked to reliance on China for these essential materials. Currently, China controls a substantial portion of the global supply chain, from mining and processing to magnet production. The DoD is reportedly investing in projects aimed at domestic mining and processing, including initiatives in states like Texas and Wyoming, but progress is slow.

According to a recent report in the Wall Street Journal,the U.S. is seeking to diversify its sources,including exploring options for minerals sourced from countries beyond china. However, establishing a complete “mine-to-magnet” supply chain is a complex undertaking. it requires not only securing raw materials but also building the infrastructure for separation, refining, and manufacturing – capabilities where China currently holds a significant advantage.

“The disparity in the intellectual firepower in China versus the United States with respect to these metals is pretty severe,” stated Chris Berry, president of House Mountain Partners, an independent metals analysis consultancy. China’s expertise extends to advanced metallurgical techniques and efficient processing methods developed over years of investment and innovation. Specifically, China dominates the production of neodymium magnets, crucial for electric vehicle motors and wind turbines.

Meanwhile, China is actively strengthening its position. Satellite imagery analyzed by Al Jazeera on August 7, 2025, reveals a surge in rare earth mining activity in Myanmar, a country rich in these resources. This expansion occurs largely in areas controlled by non-state armed groups, raising ethical and geopolitical concerns. Furthermore, the Chinese government is reportedly creating a formal catalog of its rare-earth specialists, aiming to prevent the outflow of critical technical knowledge, as reported by the Wall Street Journal on April 26, 2024.

Last year, China witnessed its highest number of overseas mining acquisitions in over a decade, according to the Financial Times (December 18, 2023). These acquisitions span continents, including investments in lithium mines in australia and copper projects in Africa, further consolidating China’s control over global mineral resources. Notable acquisitions included a 23.98% stake in the Manono lithium project in the Democratic Republic of Congo by China Molybdenum.

“China is not doing business differently-they are just doing more of it,” remarked preeya Baskaran, a specialist in supply chain security. This continued expansion underscores the challenges facing the U.S. and other nations seeking to reduce their dependence on China for critical minerals. The U.S. Geological Survey estimates that China currently accounts for approximately 70% of global rare earth element production.

Trump Envoy Steve Witkoff’s Mixed Record of Success

WASHINGTON, D.C. – Escalating trade tensions between the United States and India are threatening to overshadow a previously strong bilateral relationship,as former President Donald Trump prepares to implement a 50% tariff on Indian goods. The move, slated for the coming weeks, is largely attributed to India’s continued purchase of Russian oil, despite U.S. sanctions.

The tariff increase, first reported by Foreign Policy, represents a important rupture in a partnership that has flourished for over two decades under multiple administrations. A senior Indian official, speaking to reporters in Washington D.C.on Thursday, August 8th, emphasized New Delhi’s desire to compartmentalize the trade dispute from other areas of cooperation, including defense and technology. “Our effort is to clearly realize that trade is trade and other discussions are other discussions. We have no intention to pause other aspects of the relationship,” the official stated. The official did not specify which defense or technology collaborations would continue unaffected.

This advancement occurs as the August 12th deadline approaches for a 90-day pause on higher tariffs on Chinese goods,initially agreed upon following bilateral trade talks in stockholm,Sweden,on July 26th. While both sides indicated a willingness to discuss an extension, no official confirmation has been issued as of today, August 9th. The Stockholm meeting involved U.S. Trade Representative Katherine Tai and Chinese Commerce Minister Wang Wentao.

Meanwhile, a potential meeting between Trump and Russian President Vladimir putin is anticipated sometime next week, adding another layer of geopolitical complexity to the situation. No specific location for the meeting has been announced.

The escalating tensions are further elaborate by domestic policy shifts within the U.S. Health and Human Services Department. Current Health Secretary Robert F. Kennedy Jr.’s recent decision to halt $500 million in U.S. government investments in mRNA vaccine research has drawn criticism from former Trump administration officials. Chris Meekins, a health official during the first Trump administration, labeled the move a “national security vulnerability” in a post on X (formerly Twitter) on August 8th, arguing that the funding served as a deterrent against the use of biological agents. Kennedy’s decision impacts funding allocated to projects at institutions like the National Institutes of Health (NIH) and various pharmaceutical companies.
