Guanajuato.- In the last three administrations, the government of Guanajuato granted more than 12 billion pesos to the company Seguritech, amid revelations that one of its managers acquired a house in Texas, where the family of former governor Diego Sinhue Rodrรญguez Vallejo resides.
The current governor, Libya Garcรญa Muรฑoz ledo, pledged to make public contracts with the company following journalistic investigations and after the Transparency Committee of the Executive Power had initially classified the details as reserved until July 2030.
“I am not here to defend people, contracts, or companies,” stated the governor on June 30, announcing that an investigation had been initiated.
A PLOPAB investigation uncovered that SeguritechS legal representative, Daniel Esqueasi beraha, purchased a house valued at one million dollars in The Woodlands, an exclusive area of Houston, texas.
The Ministry of Security and Peace awarded contracts to Seguritech, with the first dating back to December 2012 during the administration of Miguel Mรกrquez Mรกrquez, totaling 2,727 million pesos for a “shield” program and the construction of the C5 in the inner port of Silao.
Diego Sinhue Rodrรญguez awarded a contract worth 3,658 million pesos in April 2019, with an extension of 744 thousand pesos in March 2024.
During these two administrations, Alvar Cabeza de Vaca headed the Ministry of Public Security. This period also saw the most significant increase in homicides, leading to strong criticism from the opposition regarding Seguritech’s opacity and performance.
However, the current administration of Libya Garcรญa and its secretary, Juan Mauro Gonzรกlez, have issued the largest contract to date, valued at 1,719 million pesos in May 2025.
This information was published by the Government on the “Open Security” platform, which claims to ensure accountability, citizen participation, and social co-responsibility.
The platform features eight informational sections, ranging from financial details of contracts and audits to real-time video surveillance, immediate care mechanisms, and citizen participation initiatives like panic buttons in commercial establishments or the integration of private cameras into the state system.
The current government of Guanajuato defends the new contract, asserting its crucial role in the new security strategy known as “trust,” which they claim has contributed to a reduction in homicides in the state by over 40%.
Seguritech has received the most significant allocation of resources from the Guanajuato government without competitive bidding across the last three administrations.
