Portugal Storm Damage: PS Criticizes Government Response & Aid Levels

by Emma Walker – News Editor February 19, 2026
written by Emma Walker – News Editor

Lisbon, Portugal – José Luís Carneiro, the Secretary-General of the Portuguese Socialist Party (PS), has sharply criticized the current government’s response to recent severe weather events, alleging a lack of “sensitivity, and effectiveness.” Carneiro’s remarks, made during an interview with RTP on Wednesday, come as the country grapples with widespread damage and economic losses estimated at one billion euros in the agricultural sector alone.

According to Carneiro, local authorities have voiced complaints regarding the government’s slow response in restoring essential services like electricity and infrastructure. While the government has mobilized approximately 40 million euros in aid, Carneiro deemed the 10,000 euro assistance offered to families for home repairs “insufficient” to meet the scale of the needs. The PS proposes a tiered system where families could cover up to ten percent of their previous year’s income above the initial 10,000 euro grant, with the state covering any remaining costs. “These measures fall within the perimeter of state support,” Carneiro asserted.

The criticism follows the recent resignation of Maria Lúcia Amaral from her position as Minister of Internal Administration, a role Carneiro described as “one of the most difficult in the Government,” emphasizing the importance of political experience for the position.

Carneiro also expressed cautious approval of the appointment of Paulo Fernandes to lead the reconstruction efforts, noting his “proven ability to execute public policies.” However, he raised concerns about internal divisions within the government regarding financial support for recovery. He highlighted conflicting statements from the Minister of Economy, who advocated for increased aid, and the Minister of Finance, who reportedly took a more cautious stance. “I saw the Government with two positions and therefore it will be very key the position and clarification by the Prime Minister,” Carneiro stated.

The PS leader indicated his party is prepared to support measures ensuring adequate assistance to affected families, workers, businesses, and local authorities. He stressed the need for the government to clarify its financial position, adding, “We looked at the public accounts and from the beginning we understood that the Government needed to clarify these accounts.”

Carneiro leveled a strong accusation against the government, claiming it is prioritizing collaboration with the Chega party and its leader, André Ventura, over dialogue with the Socialist Party. He accused the government of “impreparatory politics” and a deliberate unwillingness to engage with the opposition. “The Government has shown that it does not want to dialogue with the Socialist Party and has opted for Chega and Dr. André Ventura,” he said. He warned that the Prime Minister “cannot and should not ignore the Socialist Party,” emphasizing the PS’s long-standing role in Portuguese democracy since 1976.

Carneiro attributed this perceived disregard to “insensitivity” and “arrogance,” suggesting that certain factions within the government are intentionally seeking to align with Chega. As of Thursday, the Prime Minister’s office has not issued a public response to Carneiro’s accusations.

Portugal’s Railway Crisis: A Decade of Lost Progress & Current Failures

by Emma Walker – News Editor February 14, 2026
written by Emma Walker – News Editor

Portugal’s rail network is facing a deepening crisis, with extensive disruptions caused by recent severe weather exposing fundamental flaws in the country’s infrastructure and operational capacity. The closure of the Linha do Oeste for an anticipated nine months, following storm damage, has sparked criticism over the government’s response and a perceived disparity in prioritization compared to road infrastructure repairs, such as those swiftly undertaken on the A1 highway.

The disruptions extend beyond the Linha do Oeste. Service on the Linha de Cascais has been reduced to a third of its normal capacity, despite the availability of technical solutions dating back to the 1960s, according to reports from the podcast Sobre Carris. These cuts come as the national rail operator, Comboios de Portugal (CP), is projected to return to losses in 2025 – a concerning development as the company seeks to secure financing for planned high-speed rail projects.

The anticipated return to financial deficit, despite record passenger numbers, is attributed in part to the financial impact of the Passe Ferroviário Verde (Green Railway Pass) and potential penalties related to service quality. Meanwhile, Fertagus, a separate rail operator serving the Lisbon metropolitan area, is attempting to address a 50% increase in demand by purchasing used carriages from Spain. This move, although limited in scope, demonstrates a level of agility absent from the state-run CP, which reportedly has newly purchased Arco carriages remaining unused.

The current crisis also casts a harsh light on the Ferrovia 2020 program, a decade-long modernization initiative. An assessment reveals that only six of the original 20 projects have been completed, leading to the program being labeled a “lost decade” for Portuguese railways. The failure to meet deadlines and objectives has left the network vulnerable to the kind of widespread disruption seen in recent weeks.

The situation is prompting questions about the long-term viability of CP’s financial strategy and the effectiveness of infrastructure investment. As of today, CP has not issued a detailed response to the criticisms regarding the pace of repairs or the utilization of its rolling stock. A meeting of the parliamentary committee on transport is scheduled for next month to discuss the current state of the rail network and the future of the Ferrovia 2020 program.

Exercise Boosts Brain & Muscle Health: Study Confirms Benefits

by Dr. Michael Lee – Health Editor February 13, 2026
written by Dr. Michael Lee – Health Editor

Research published Thursday confirms a link between physical exercise and improved cognitive function, revealing the neurological mechanisms behind the commonly reported feeling of mental clarity following a workout. The study, appearing in the journal Neuron, details how exercise triggers changes in brain activity that lead to physiological and metabolic improvements, using genetically modified mice with brain structures similar to humans.

“Many people report feeling more alert and focused after exercising, and that led us to investigate what happens in the brain during and after physical activity,” said Nicholas Betley, a researcher at the University of Pennsylvania and part of the international team conducting the study, which included scientists from institutions in the United States and Japan.

Researchers observed increased brain activity in the mice after running on treadmills, particularly in neurons located in the ventromedial hypothalamus – a region of the brain that regulates energy expenditure, including body weight and blood sugar levels. Monitoring neuronal activity during exercise revealed that a specific group of neurons in the ventromedial hypothalamus, known as steroidogenic factor 1 (SF-1) neurons, were activated when the animals ran.

Crucially, these SF-1 neurons remained active for at least one hour after the mice stopped running. After two weeks of daily treadmill exercise, the mice demonstrated increased endurance, running faster and for longer periods before fatigue. Further observation revealed that after 14 days of treadmill exercise, the rodents exhibited greater activation of SF-1 neurons, and with increased intensity, compared to the beginning of the training when they were not exercising.

When researchers blocked the activity of SF-1 neurons, preventing them from sending signals to the rest of the brain, the mice quickly became fatigued and showed no improvements in endurance, metabolism, or blood flow during the two-week training period. “This result indicates that SF-1 neurons are vital for activating neural circuits and strengthening the brain after exercise,” Betley stated in a University of Pennsylvania press release.

The research suggests that activated SF-1 neurons help the body recover more efficiently, utilizing stored glucose more effectively. This allows other parts of the body, such as muscles, lungs, and the heart, to adapt more quickly to intense exercise and become stronger.

Coral Sanfeliu, a neuroscientist at the Institute of Biomedical Research of Barcelona, suggested the findings could lead to recent therapies. “This discovery could, in the future, allow us to enhance training by activating SF-1 neuronal circuits, or even without exercise. This would allow people with reduced mobility to benefit from the brain benefits of physical exercise,” Sanfeliu said in a statement released by the Science Media Centre.

Recent scientific studies have consistently demonstrated that regular physical activity, even in short, moderate bursts like taking extra steps each day, improves cognitive, emotional, and overall brain function. Research also indicates that these cerebral benefits can be inherited from parents to children, according to the source material.

Platforms like Neuron Gym (https://neurongym.com/) offer brain training programs designed to improve cognitive skills, although apps like Train The Brain (https://trainthebrain.app/pt) provide free cognitive training games focused on memory, concentration, and problem-solving. Other apps, such as those listed by TechTudo (https://www.techtudo.com.br/listas/2024/08/exercicios-para-o-cerebro-8-apps-para-deixar-os-neuronios-em-dia-edapps.ghtml), offer a variety of exercises to stimulate cognitive abilities.
