INPI approves financial statements for fiscal year 2024

Mexico City. The Governing Board of the National Institute of Peoples (INPI), in an extraordinary session, unanimously approved the report for the fiscal year from January 1 to June 30, 2024.

Adelfo Regino Montes, director of INPI, stated that since the federal administration is about to end, “the President of the Republic, Andrés Manuel López Obrador, requests that the information on the administrative and financial management that has been carried out in these years, particularly in 2024, be completed.”

The General Coordinator of Administration and Finance of the INPI, Diana Montes Vásquez, reported that on “August 9 of this year, the Chávez Lerín Consulting Firm notified the National Institute of Indigenous Peoples of the independent audit report on the audited financial statements, the statements of activities of variations in Public Finance and the statement of cash flows corresponding to the first half of the current year, as well as the explanatory notes to the financial statements.”

Following approval by each of those present and in compliance with the mandate of the President of the Republic to properly exercise, register and verify public resources, Regino Montes announced the presentation of the special edition of the magazine México Indígena, which disseminates the opinion that reforms article 2 of the Federal Constitution on the rights of indigenous and Afro-Mexican peoples, adopted on August 9 by the Constitutional Affairs Committee of the Chamber of Deputies.

Therefore, it is expected that the constitutional reform will be approved next September by the LXVI Legislature, with the installation of the new Congress.

Regino Montes expressed his gratitude for the work that has been done collectively in the development of the Justice and Development Plans, and announced that he will meet, in the coming days, with the Guarijio people and the Seri people; in the latter, he will visit the Seri-Comca’ac Aqueduct.

Ssa begins transition and delivery-reception work

Mexico City. On the eve of the upcoming change of government, the formal ceremony of installation of the transition and handover works at the Ministry of Health (Ssa) was held today, in a meeting headed by the head of the department, Jorge Alcocer Varela and the next secretary, David Kershenobich Stalnikowitz.

At the meeting, the next head of the department, Kershenobich Stalnikowitz, stated that, in order to build the second floor of the fourth transformation, it is important to recognize the actions carried out in the first phase, for which he has held very useful meetings in order to deepen knowledge and appreciate what the work of this department means.

Alcocer Varela acknowledged the career and performance of the person who will take over the position starting next October 1, a circumstance that, he said, is “very positive for the consolidation of the public health system that serves all Mexicans.”

The health secretary of the government headed by President Claudia Sheinbaum explained that the objective of the transition work is to comply with the law and review pending issues, distribution and structure.

The head of the Administration and Finance Unit (UAF) of the Ministry of Health, Marco Vinicio Gallardo Enríquez, explained that during the work meetings with the next secretary, he has been presented with the general context of the department from the perspective of the administration of human, material and financial resources, as well as the results, challenges and pending issues that the new administration will assume in terms of health, which represents a rich exchange of information with each of the responsible units.

The next head of the Ssa has held working meetings with Secretary Alcocer Varela and with the heads of the Undersecretariat of Integration and Development of the Health Sector, Juan Antonio Ferrer Aguilar, and of the Undersecretariat of Prevention and Health Promotion, Ruy López Ridaura. Both public servants were accompanied by their teams.

He also met with the heads of the Secretariat of the General Health Council (CSG), Marcos Cantero Cortés; the Federal Commission for the Protection against Sanitary Risks (Cofepris), Alejandro Svarch Pérez; the Coordinating Commission of National Health Institutes and High Specialty Hospitals (CCINSHAE), Gustavo Reyes Terán; the National Commission for Mental Health and Addictions (Conasama), Juan Manuel Quijada Gaytán; and the National System for the Comprehensive Development of the Family (SNDIF), Nuria Fernández Espresate, among others.

Within five business days a table must be set up in SG for the transition

Mexico City. In order for the cabinet of the current government and the one appointed by the president-elect, Claudia Sheinbaum, to implement the coordination mechanisms necessary for an orderly and transparent transition, within a maximum period of five business days the coordination table for the transition will have to be installed in the Ministry of the Interior.

This is established in the Agreement that sets the bases for the transition of the federal public administration that will take office on October 1, published in the evening edition of the Official Gazette of the Federation (DOF).

This table will act as a collegiate body made up of the current heads of the federal government agencies and entities and those who will replace them as of October 1 of this year, in order to establish the exchange of information and adopt the necessary agreements for an “orderly, responsible and efficient transition.”

The agreement establishes that the coordination committees will meet as many times as necessary and will draw up minutes of the agreements adopted, since the aim is to establish the strategies, criteria and activities that they deem necessary to achieve an efficient transition.

Therefore, officials of the government of President Andrés Manuel López Obrador must provide the information requested by the next officials of Sheinbaum’s cabinet, such as aspects of human, financial, and material resources, audits, disputes, current contracts, and any matters they deem necessary.

Peace will soon come to the La Concordia area, AMLO hopes

In the framework of the “historic” inauguration for the region of a cable-stayed bridge, which will connect Frailesca with Sierra Mariscal, President Andrés Manuel López Obrador expressed his hope that very soon this region will live up to its name. Close to the border with Guatemala, this area is shaken by violence arising from the dispute between two organized crime cartels.

“I want to tell them that I am keeping an eye on La Concordia. I have not liked what has happened lately. We are already intervening, we must uphold the name of La Concordia, we must follow the path of justice, peace and tranquility. Transform along the path of Concordia to achieve the unity of our people. As for the elderly, we must talk a lot with the young people, so that our families do not disintegrate, it is the main institution of social security.”

Accompanied by the virtual president-elect, Claudia Sheinbaum, the president highlighted the historical significance of the substantial reduction in travel time from Tuxtla Gutiérrez to the border. It is a 700-meter cable-stayed bridge, with an investment of 1,182 million pesos, according to the Secretary of Infrastructure, Communications and Transportation, Jorge Núñez.

According to the agency, travel time in this area that crosses the Usumacinta River will be reduced from almost one hour to two minutes, due to this bridge. López Obrador promised to return to Chiapas, in the last days of his government, to inaugurate another 400-meter bridge, in Rizo de Oro, to complement the connection between the center and the south of the state.

Sheinbaum highlighted that in the past, governments planned public works based on cost-benefit, that is, how much will be invested and how many people will benefit. The difference in the López Obrador government is that now only social benefit is considered. In the logic of the past, the Justice Plan for the Yaqui people would not have been carried out.

The president made time to celebrate once again the arrival of the first female president of the Republic, something that has not happened in 500 years; 300 years of colonial times and 200 years of independent Mexico, so that people can understand what is happening. “We are living to tell the tale. She is the first female president of Mexico. Some people don’t like it because there is still machismo. They know that, even if the machinations don’t like it, women are more responsible and hard-working than men. And those who don’t like it can go to Palenque, Chiapas,” he said.

On the other hand, he celebrated that the Chamber of Deputies had begun the process of approving the various constitutional reforms that he sent to the chamber.

Pemex support reaches $81 billion, risk for Mexico’s rating: Fitch

Mexico City The current administration has provided support to Petróleos Mexicanos (Pemex) for 81.8 billion dollars, which has helped the oil company to pay its debt immediately. However, the company’s finances represent a pressure for the country’s sovereign rating, and this could be lowered if the debt increases as a proportion of the gross domestic product (GDP), due to the lack of fiscal measures that compensate for the aid to the state company, warned Saul del Real, director of Latin American Sovereigns at Fitch Ratings.

“Pemex will continue to be a burden on the sovereign’s fiscal position, but we do not expect any change in the government’s willingness to support it financially,” the analyst commented. On this point, already assuming that aid to the company will continue in the next administration, Del Real commented that Claudia Sheinbaum, Mexico’s virtual president-elect, “will fall short in providing an absolute guarantee for Pemex’s debt or a capital injection that improves the company’s financial profile.”

Pemex, which is one of the Latin American oil companies with the lowest rating by Fitch, is generating practically half of the cash flow it needs to cover debt and operate, reported Adriana Eraso, director of Latin American Corporates. Of the 12 billion dollars that, according to estimates by the risk rating agency, the oil company would be generating, up to 9 billion would be absorbed by interest payments while investment costs average 10 billion dollars, the analyst explained in a virtual seminar.

“Everything that the company is generating and that should go to capital expenditure, to exploitation, which is the business that is really making money for the company, is not going in that direction, it is going to pay interest,” emphasized the analyst, who recalled Pemex’s rating of CCC-, which makes its debt highly speculative in the market. This despite the fact that both Del Real and Eraso reiterated that a default by the Mexican company is not expected, due to the support it has from the federal government.

According to Fitch’s GRE assessment of corporations that have a sufficiently close link with a government, such as a parent company and subsidiary, the recurring support provided by the federal government is not being counted for Pemex because “it is not significant enough (…) to see a change in operations”; Petroperu is in the same situation.

“The reason is that, although we have seen some support in the form of financing, capital injections or guarantees for banks and some types of loans, this particular support comes too late, just to avoid a default event. However, it is not significant enough for us in order to see a change in operations that is making these companies weaker,” Eraso justified.

Saul Del Real explained that Pemex’s weight has been declining as part of the Mexican economy, but due to its “strategic importance,” since 2019 the State has helped it every year with about one percent of GDP, which has affected fiscal accounts. According to Fitch’s forecasts, the fiscal deficit in Mexico will reach 5.4 percent of GDP in 2024 – above the 3.2 percent average for other economies with a BBB rating.

However, Del Real acknowledged that the oil company’s debt has fallen as a proportion of GDP, closing last year at 5.9 percent, well below the 10 percent it reached in 2020, when the Mexican economy also collapsed due to the coronavirus pandemic. “We are seeing a reduction in the size of the responsibility for containment that this represents for Mexico (…) state support for Mexico has become recurrent,” the analyst added.

La Jornada – Mexico pays tribute to victims of shooting in El Paso, Texas

Mexico City. With a floral offering and a condemnation of “hatred, racism, xenophobia and white supremacy” on behalf of the Mexican government, Consul General Mauricio Ibarra Ponce de León paid tribute to the 23 victims of the shooting that took place on August 3, 2019 in El Paso, Texas, nine of them Mexican.

The consul in El Paso, who emphasized that any act of violence is condemnable, was accompanied by the mayor of El Paso, Oscar Lesser, and the county judge, Ricardo Samaniego. The offering was placed at the memorial located outside the consulate and the names of the deceased were named.

“It is essential to reinforce the condemnation of expressions of hatred, racism, xenophobia and white supremacy, so that violent actions such as those of that tragic day do not happen again,” said Ibarra Ponce in a statement from the SRE.

In August 2021, the Mexican government filed a civil lawsuit against eleven U.S. arms manufacturing companies in Boston, Massachusetts, seeking to combat negligent arms trade that facilitates the commission of hate crimes.

The lawsuit was filed for negligence in facilitating the acquisition of high-capacity firearms that are subsequently trafficked to Mexico and used by members of organized crime.

“The Government of Mexico, through the Ministry of Foreign Affairs, reiterates its commitment to protect the rights of the Mexican community abroad, as well as to provide comprehensive consular assistance and protection to its citizens regardless of their immigration status,” he said.
