WASHINGTON, D.C. – Theโ House Committee on โAppropriations approved the Fiscal Year 2026 โLabor, Health and human Services, โeducation, and Related Agencies (labor HHS) โappropriations bill and accompanying report โon September โ9, 2025. The bill outlines funding levels for โvarious health programs, including those with a globalโ focus, administered by the Centers for Disease Controlโ and Prevention (CDC) and the National Institutes ofโ Health (NIH).Whileโ the majority of U.S. global health โfunding is allocated through โฃthe State Department’s appropriations,โฃ the โคLabor HHS bill significantly impacts global health initiatives at the CDC and NIH.
Theโค billโฃ proposes โeliminating โขfunding for several programs within the CDC’sโข Center for Global Health, specifically those addressing global HIV/AIDS, Global Tuberculosis, and certain global โขvaccinationโ activities. Funding for global polio vaccination and Global Public Health Protection programs โคat the CDC wouldโ be maintained at FY 2025 levels. funding โขfor Parasitic Diseases and Malaria will be transferred from the Center for Global Health toโ the National Center for โEmerging and Zoonotic โคInfectious Diseases, though specific โfunding amounts were not detailed.
Regarding the NIH, funding for global health research at the Fogarty Internationalโค Center (FIC) is set to matchโ FY 2025 levels.โค Fundingโ for other global โขhealth research, includingโ initiatives focused on โฃglobal HIV/AIDS andโ malaria, will be determined at โthe agency โคlevelโฃ and is currently unknown.
The House FY26 Labor HHS appropriations bill stipulates that funding for HIV research at โฃNIH will be jointly determined byโค the Directorโข of NIHโค andโ the Directorโค of โคthe Office of AIDS Research and allocated toโข the “Office of AIDSโ research” account.
