European travelers to Turkey are facing the prospect of unexpected mobile data charges as roaming agreements that have allowed for cost-free use of mobile devices in the European Union are not extended to the country. For years, individuals traveling within the EU, Iceland, Liechtenstein, and Norway have benefited from “Roam like at Home” policies, avoiding surcharges for calls, texts, and data usage. Still, Turkey is not part of this European Economic Area (EEA) framework.
The German Federal Network Agency (Bundesnetzagentur) has warned that using a mobile phone in Turkey can incur extra fees levied by German mobile providers. These charges vary depending on the provider and the specific tariff plan, and can be substantial. Providers are required to inform customers of the per-unit costs for data usage (kilobytes, megabytes, gigabytes) upon entry into Turkey, but travelers are advised to check their account details or app beforehand to understand potential expenses. Many providers offer travel packages for specific countries, which may offer a more cost-effective solution.
To mitigate potential costs, users are encouraged to disable data roaming or purchase a fixed data package. The Bundesnetzagentur notes that a safety net exists, capping roaming costs at €100. Once this limit is reached, the provider is obligated to interrupt data service. However, this safeguard relies on real-time monitoring of usage, and may not always function effectively. If the safety net fails to activate, travelers should inform their provider upon arrival in Turkey.
Healthcare coverage also differs for travelers to Turkey. The European Health Insurance Card (EHIC) is not valid in Turkey, according to the ADAC, the German automobile club. However, a bilateral social security agreement exists between the EU and Turkey for those with statutory health insurance. This agreement entitles legally insured individuals to immediate necessary healthcare services, such as medical treatment or hospital stays, within the Turkish state healthcare system. This entitlement is limited to 24 hours and applies only to public facilities.
Treatment outside of emergency situations, or received in private clinics or by hotel doctors, is typically the responsibility of the patient. The GKV-Spitzenverband, the umbrella organization of German statutory health insurance funds, recommends obtaining information about treatment costs in advance.
Purchasing private travel health insurance is also an option, and can be beneficial even for those with private insurance, according to consumer advice centers. Annual contracts are available for under €10, covering trips of up to six or eight weeks. Longer trips require a separate policy. When selecting a policy, it is crucial to determine whether it covers medically sensible repatriation, as opposed to merely medically necessary repatriation. Consumer advice centers caution that the threshold for “medically necessary” repatriation is extremely high – requiring proof that the standard of care in the host country is insufficient to provide effective treatment. They recommend choosing insurance that covers repatriation when it is medically sensible.
