Dutch investigative journalist โคEwout โGenemans was granted extensive access to the Texcoco โขprison in Mexico, a โfacility holding numerous members of drug cartels, as part of his documentary series Ewout: Riskyโ Prisons. The prison system operates withinโ a country grappling with widespreadโข poverty, low wages, and โคsignificant corruptionโค – factors contributingโค to the high levels of drug-related crime. As one officer stated, “Corruption is what defines Mexican prisons.”
Genemans observed a surprisingly relaxed atmosphereโข upon entering the detention center, noting prisoners where dancing, a scene heโ likened โฃto “the College for the Performing Arts.” The โฃprison is dividedโ into โmodules, with โฃModule 4 designated โขas the most heavily guarded,โข housing the “most at-risk prisoners” according to the director.
The โcolor of prisoner uniforms โคindicates their legal status: blue forโ those โawaiting โtrial and brown for theโฃ convicted. โGenemans quicklyโข learned the strict rules governing prisoner behavior, witnessing how inmates immediately face the wall upon aโ guard’s approach.
Throughout his visit, Genemans encountered a โpalpable tension and heard veiled โcomplaintsโ aboutโ prisoner treatment.โ Several detainees offered only guarded responses,with one stating,”There areโ a lot of things I can’t talk about,” โand โขanother expressing โขresignation to the pervasive โฃcorruption: โ”Mexico is soโ corrupt,there’s not much you can do about it.”
However,Genemans’โ inquiry hit โa wall when he attempted to access the isolation cells within Module 4. While the director initiallyโฃ stated no prisoners โขwere currently in isolation, explaining the module’s heightened security was for detainees who โ”pose a great danger” to the general population, he refused Genemans’ request to view the area, โeven though the cells appeared empty. The director citedโค safety concerns, prohibiting both filming and โฃaccess. โค
Genemans openly questioned this denial, expressing his disbelief and suspecting potential human rights violations. “I don’t believe you,” he stated, challenging the director’s justificationโ for keepingโ theโ area off-limits.
