North Korea Releases Water from Border Dam – South Korea Concerns Rise

North Korea Releasesโข Damโ€‹ Waterโฃ Without Warning, raising Safety Concerns for South Korea

SEOUL – North Korea has once again released โ€‹water from the Hwanggang Dam, located north of the inter-Korean border, โคwithout โขproviding advance notice to South korean authorities, officialsโค confirmed Sunday, October 19th. The unannounced discharge raises concerns forโ€‹ the safety of residents and visitors in the border region.

According to South Korea’s Ministry of Climate, Energy and Surroundings, satelliteโฃ imagery indicates the water release occurred โคat approximately 3:00 PM local time (2:00 PM Malaysian time). the action is believed to be a measure by Northโ€Œ Korea to manage the water โ€Œlevelโฃ of the dam followingโ€‹ recent rainfall in the area, which includedโฃ precipitation โ€Œon Octoberโฃ 17th andโฃ 18th, and hasโ€ been ongoing as โ€October 10th.

The release โ€‹has already impacted water levels downstream. โขThe Han โคRiver โ€‹Flood Control Office reported that the water level at the Pilseung Bridge, situated on the Imjin โคRiver in South โคKorea,โ€‹ exceeded 1 meter โ€earlierโฃ on Sunday. โ€‹ A water level of 1 meter triggers evacuation protocols for individualsโค in the vicinity โคof the river.

This incidentโ€ highlightsโ€Œ a recurring issue in โคinter-Korean relations. While North Korea agreed โคinโ€ 2009 to provide prior notification before โ€‹releasing water from โฃtheโค Hwanggang โขDam, such โขnotifications were only intermittently providedโ€Œ in 2010 and 2013. Since then, North Koreaโข has ceased โ€Œissuing any warnings, creating a potential hazard for โ€Œthose living and recreating โ€Œnear the Imjin River.

The lack of interaction regarding dam releasesโ€‹ hasโ€Œ repeatedly threatened the safety of South Koreanโค citizens inโ€ border areas, underscoring the need for improved โคdialog and adherence โ€‹toโค existing โ€agreements โขregarding water management along the shared border.
