Senegal: Ministry of Higher Educationโข Reinforces Regulations โfor Private Institutions

Dakar, Senegal – The Ministry of Higher Education, Research and Innovation (MESRI) โhas โissued a strong reminder regarding theโ legal framework governing the establishment and operation of private higher education institutions (EPES) inโ Senegal. Director General โคofโ Higher Education (DGS), โขProfessor Abdoul Aziz Diouf, emphasized the strict legal oversightโข in a recent press release.
According to theโค DGS,any private entity seeking to open an โขEPES mustโ first submit a thorough application to MESRIโ for review. Professor Diouf clarified that operating an EPESโฃ requires provisional approval granted by the relevant authorities. This approval process is a mandatory prerequisite for legal operation.
The ministry specifically highlighted that private โinstitutions are prohibitedโข fromโ offeringโฃ programs โor awarding degrees – including licenses, masters, and doctorates – in sensitive professional fields such asโ medicine, pharmacy, dentistry (odontostomatology), โveterinary medicine, and dental surgery without explicit prior authorization from MESRI.
MESRI is urging both the public and privateโ educational establishments to adhere to Law no.โค 94-82, datedโฃ December 23, 1994, concerning the status of โprivate establishments, and Decree No. 2018-850, datedโ May 11, 2018, which โคdetails the specific regulations for private higher education institutions.
“Failure to โฃcomply with thes regulations will result in the immediateโข closure of the establishment by the โcompetentโฃ authority, with potential โขfor further legal action,” warned Professor Diouf.
