Encinitas Considers New Restrictions for Surf โฃSchools,Raising Concerns Over business Viability
ENCINITAS,Calif. – A proposal to limit class โฃsizes for permitted surf โคschools operating onโ Encinitasโฃ beaches is facing pushback from instructors and parks commissioners, who worry the changes could โnegatively impact businesses and access to lessons. The city โคis considering reducing the โmaximum โฃclass size fromโค 12 to six students for some schools, sparking debateโข over beach access, revenue, and fair permitting practices.
The proposed changes come as Encinitas reviews its surf school permit system, โwhich has been in place as 2009 and currently supportsโข nine commercial operators.city revenue from the permits โฃranges from โ$23,000 to $41,000 โคannually, โbased on a $5 per โstudent, per day fee. While โฃcity officials aim to balance recreationalโ useโ of the beaches, surfโข school owners argue the restrictions would significantly โขhinder their ability to โoperate profitably.
Progressive Surf Academy founder Christian Marcher, โwho holds โa permit for Beacons Beach, expressed concern that a six-student limit wouldn’t be financially sustainable. “That’s typically โขa two โฃor three-hour periodโค in โthe mornings, and six studentsโ in a two-hourโ period isn’t going to make โคfor a financially prosperous business,” he said. Maui Surf Academy Owner and Headโข Instructor Matthew Allen also operates under the city’s permit system.
During a recent Parksโข and Recreation Commission meeting, โcommissioners echoed concerns about the potential impact of the changes, requesting further review โof permit request procedures and a deeper assessment ofโ how the โฃlimits would โaffect โขstudent access. Commissioner Bridget Kimball suggested a public workshop toโ address the growingโค discussion surrounding the issue, noting, “There’s a โlot of โฃenergy around this.”
The commission votedโ toโฃ continue the discussion to next month’s meeting, seeking more time for public comment and a complete reviewโฃ of the proposed changes. The city staff report indicates the current permit system allowsโฃ surfโฃ schools to utilize beach areasโฃ for โmuch of the day, tho optimal teaching conditions are limited to โคa specific window each morning.
