New Promise Ahead of State Elections Targets Youth Employment
Bihar Chief Minister Nitish Kumar announced a significant jobs initiative, pledging to create one crore employment opportunities for the state’s youth over the next five years. This ambitious goal aims to boost the economy and provide avenues for young people as the region approaches its assembly elections.
Ambitious Employment Drive
The pledge, made public on July 13, 2025, on the social media platform X, builds upon previous government efforts. Nitish Kumar stated that his administration had already facilitated over eight lakh government jobs for young individuals between 2005 and 2020.

The Chief Minister elaborated on the strategy, noting the establishment of a high-level committee to oversee the initiative. Current skill development programs under the “Saat Nischay” (Seven Resolves) initiative will be expanded to better equip the state’s youth for self-employment and private sector roles.
New University to Boost Skills
In a move to further enhance skill development, a new university is set to be established. This institution will be named the Jananayak Karpoori Thakur Skill University, honoring the legacy of the prominent EBC leader who received the Bharat Ratna posthumously in January 2024.
Nitish Kumar emphasized his government’s long-standing commitment to increasing job and employment prospects for the state’s youth. He referenced the “Saat Nischay-2” program launched in 2020, which initially aimed to provide jobs for 10 lakh youth and employment for 10 lakh people.
This target was subsequently revised to offer government jobs to 12 lakh youth and employment to 38 lakh individuals by August 2025, setting an overall objective of 50 lakh job and employment opportunities. The Chief Minister expressed optimism that this target would be met, with over 10 lakh government jobs and approximately 39 lakh employment opportunities already provided.
Context of Job Creation
This announcement comes as Bihar’s economy shows steady growth. In the last fiscal year, the state’s Gross State Domestic Product (GSDP) grew by an estimated 10.6% year-on-year, demonstrating a conducive environment for job creation initiatives (Livemint, 2024).
Nitish Kumar has consistently prioritized employment and skill development as cornerstones of his governance. The latest pledge signifies a renewed focus on addressing the aspirations of Bihar’s large youth population.
