Who is he?

Carlo Lukanov is the son of the assassinated Prime Minister Andrei Lukanov. On October 2 this year 28 years have passed since the crime was committed, with only two more remaining until the statute of limitations expires. At the end of 2021, Carlo became a lawyer and was registered as a lawyer at the Sofia Bar Association. After his divorce from the mother of his child, he fought a long battle for full parentage. In 2008, he founded the group “Fathers for Responsible Parenting”, which started the battle for shared parenting between the two parents in case of divorce.

– Mr. Lukanov, a few days ago it was 28 years since your father was assassinated – former Prime Minister of Bulgaria Andrey Lukanov. With only 2 years left before the statute of limitations to solve the crime, do you think there could be an improvement?

– After these years, anything that is done after the rain – hood. It’s not that we don’t want it published. After 30 years we don’t know the culprits whether they are alive or not. This is a sign of the absence in which we live. These crimes are difficult to solve because they are the best thought out. When someone commits a domestic crime, they don’t think much of it and it is quickly discovered. While my father has created a complex organization, it is thought how to do it.

– What marked the murder trial?

– There was a lot of absence in this case and there was no political will to show it. It is absurd that those who were tried as the beatings of the suspects were acquitted by the court, and on the other hand, they overturned the court’s decision in the first place because of doubts that there was violence.

– In the case, there was a confession, a gun, but there were no criminals. Why?

– There was evidence, but it was all circumstantial, there was not a single direct evidence. Much has been written about the bag of hair that was sent all the way to America for research. If the hair belonged to a suspect, it would be directly tied and a strong piece of evidence. That is not too strange either, because it is clear that the person who committed the crime was not wearing a bag over his head. Some of the evidence in the case was not accepted due to mistakes by the investigators. It can always happen, I can’t say it was done on purpose. Anywhere in the world, evidence that has not been properly seized cannot be used in the prosecution. In the criminal process, the defendant has the most rights. Democracy has accepted that it is better to have criminals free than innocents in prison.

– Have you read the secret materials that are connected to the case in the military court against the police who are accused of violence against the suspects?

– When I went to get to know the materials in the investigation, we were only shown those files that go to the court. We found out that there are several additional packages, but I don’t have access to them. They are related to the other versions on which the research was moving. There were other suspects, work was also done.

– Would you go and see the whole case when it is separated?

– I don’t know if I want to. After this time I don’t know if anything can be learned or done.

– As loved ones, are you still asking yourself the questions “who” and “why”?

– For me, the makers are not as important as the sponsor. I am convinced that even if the building contractor was involved, it was not the guarantor. The sponsors must be sought somewhere much higher. I don’t want to name names.

– Then things get involved in the battle for the leadership of the BSP, there is one at the moment. How do you comment on these processes?

– Then BSP leadership made many mistakes. This was the beginning of her thigh down. From a party that is struggling to be first, it has gone so far that it is close to entering the parliament. I am a member of a social-democratic formation, but as a person with a conviction on the left, I do not like what is happening in the BSP. Bulgaria needs a strong party on the left, but the politics that the BSP has been leading lately is towards a conservative party, not a leftist party. In Bulgaria, nothing is right – PP-DB calls themselves a right-wing party, but in reality they are more left-wing than the BSP. BSP, which is supposed to be a leftist party, behaves like a classical conservative party. It is not a coincidence that they sympathize with Trump, and the PP-DB sympathizes with the Democrats, who are Americans on the left. We live in a country that is absurdity! Something has to be done, let’s get started! There is no one who will fix the country for us, if not ourselves.

– How do you assess the political situation before the next election?

– The current parties have shown themselves so much that Bulgarians are discouraged to vote. The very concept of democracy is in crisis – the parties from expressing the interests of a certain social stratum have turned into commercial companies. It is like advertising one washing powder with another brand. There is such a crisis all over Europe. If I can figure out how to fix this, they should give me a Nobel Prize. Humanity will reach a new pattern if we don’t destroy ourselves first.

– What are the problems in your field? You have been fighting for fathers’ rights and shared parenting for years.

– In the case with which I am dealing, I see the greatest absence in the law. The court decides – with whom one child should live and when the other parent should see him, but this decision is not implemented. The court does not defend this decision, but those who do not comply with it. He refuses to convict them, even though there is a penalty for them in the Criminal Code (NC). If a bailiff imposes a fine on a parent, especially a mother who does not comply with the court order, the court wonders how to justify that. This means that the court is splitting against itself. Judges who enjoy freedom from people who do not comply with court decisions reduce the value of the work of their colleagues and the institution in which they work. Lost country! Bulgaria has already been criticized 9 times by the Strasbourg Court for not implementing these decisions. There is no country that does not respect the decisions of the court. This is the reason why no one obeys the rules of the road and many others.

– How long will the name wars of parents, does it work towards a change of thinking, mediation?

– At this time, the law itself is bringing the parents to war, because they are forcing the court to choose one of the two. If the presumption of shared parentage is introduced, it means that both parents are equally good, and if one thinks the other is not good enough, they have to prove it . This is true not only in the West, but also in Romania, Greece.

– Should this be regulated?

– Laws must be enforced and updated, a system should be created to help people not go to war.
