Senate Debates constitution Amendment Request, Faces procedural Hurdle
A request to address โฃconstitutional amendment was debated at โa โคSenate โฃmeeting on September 16th, presided โคover by Second Vice President Boon Song Noi โSophon. dr. Premsak Piyuras submitted a letter on September โ12th urging the Presidentโฃ of the Senate to include the matter on the agenda for September 15th, hoping for โa discussion โon the Senate’s โฃposition โคregarding amendment. As of theโข 16th, theโ issue had not been โscheduled.
During the meeting, Senator โขPhisit Apiwattanapong raised a procedural concern.โค He referenced a previous Senate discussion on August 5th regarding constitutional provisions, stating that any motion with similar principles already debated under Senate โฃConference Regulation Article 51 cannot be re-presented inโ the same meeting unless the President deems circumstances have changed.Phisit argued the recent Constitutional Court decision did not alter the previousโ discussionโ or introduce โขnew circumstances, even regarding the Court’sโฃ rulingโ against allowing Parliament to directly select โmembers of the Constitution Draftingโข Council (Sor.). He โคbelieves this falls withinโค the constitutional framework and shouldn’t be considered a new motion.
Boon Song Noi Sophon informed the assembly โขthat the President of the Senate has referred theโค matter to the Remarkable Committee on Senate (Wiphawut Senate) for consideration on September โค17th. He proposed deferring further discussion until the committee’s findings are available and subsequently moved to โขadjourn the meeting โat 12:13 PM.
