Rhineland-Palatinate’s Coalition: A 5-Year Progress Report

Mainz, Germany – Five years after taking office, the governing coalition in Rhineland-Palatinate is facing an assessment of its progress on key pledges made during the pandemic. The coalition agreement, forged under the shadow of rising COVID-19 cases, saw BioNTech’s success in vaccine development become a symbol of the state’s potential, while simultaneously grappling with the economic fallout of lockdowns and the growing urgency of climate protection.

A central promise of the coalition, led by the Social Democrats (SPD), was to establish Rhineland-Palatinate as a leading biotechnology hub. Science Minister Clemens Hoch (SPD) asserts the state is “on a very good path” to securing a lasting position among international leaders in the field. Eckhard Thines, the state’s coordinator for biotechnology, points to significant advancements in the development of laboratory and equipment infrastructure, particularly on the Biotechnology Campus in Mainz. This follows a previous study by the Roland Berger consultancy, commissioned by the ministry, which identified areas for improvement in the state’s biotechnology infrastructure.

Thines emphasized the importance of organic and sustainable growth, cautioning against overcapacity. He highlighted the construction of cleanrooms at the Umweltcampus Birkenfeld of the Trier University of Applied Sciences as an example of progress in training necessary skilled workers, while acknowledging a continued need for more training opportunities for laboratory technicians and technical assistants.

Viola Bronsema, Managing Director of Bio Deutschland, stated that much has been initiated for the biotechnology sector in Rhineland-Palatinate in recent years, citing the establishment of BioMindz, a location development agency, and the networking platform Biovation RLP. “The visibility of the location in the German biotechnology industry has therefore increased significantly,” she said. However, she cautioned that it is still too early for a comprehensive assessment, noting that the conditions for an active start-up community are being created.

Another key pillar of the coalition agreement was climate protection. The Green party championed a commitment to “bold steps” towards climate neutrality between 2035 and 2040, enshrined in the state’s Climate Protection Law. The law, aiming for climate neutrality by 2040 – five years ahead of the national target – faced substantial criticism from industry, including a joint letter from companies like BASF, Schott, KSB, and Daimler Truck, expressing concerns about the impact on competitiveness. The opposition CDU has vowed to repeal the law should they gain power in the next state election.

Progress has been more evident in renewable energy. The state’s funding program for municipal climate protection (KIPKI) has seen strong demand, with funds being allocated to projects such as photovoltaic installations on public buildings and electric vehicles for municipal fleets. The state aims to double wind power capacity and triple solar energy capacity by 2030. Green parliamentary group leader Pia Schellhammer reported that installed solar power capacity has already more than doubled during this legislative period, bringing the 2030 target within reach.

However, wind energy expansion has been hampered by supply chain issues, labor shortages, and regulatory hurdles at the federal level. As of the end of last year, Rhineland-Palatinate had 1,792 wind turbines with a total installed capacity of 4.3 gigawatts, placing it in the middle of the rankings among German states. A pledge to introduce a €365 ticket for young people, also part of the Green’s agenda, remains unfulfilled.

The Free Democratic Party (FDP) focused on revitalizing city centers, with Economics Minister Daniela Schmitt emphasizing a strategy of providing support, knowledge, and funding while allowing local authorities to shape initiatives. The opposition CDU criticized the government’s approach as fragmented and lacking a clear strategy, calling for greater flexibility and financial support for businesses and municipalities.

University of Mainz urban researcher Eva Riempp noted numerous promising approaches being funded through the “Future Cities” program, but highlighted a lack of personnel and financial resources within municipal administrations, as well as the need for interdisciplinary planning and further research into what attracts people to city centers. She suggested exploring turnover-based rents to support independent retailers and maintain a diverse mix of businesses.

Felix Wiegand, from the Institute for Social Research in Frankfurt, argued for a shift in perspective, questioning who the city center truly belongs to and advocating for greater public ownership of properties to promote community-oriented uses and a more balanced mix of businesses and public services.
