BTO Flats for Bigger Families: MP Proposes Incentives for More Children in Singapore

Singaporean Member of Parliament David Hoe has sparked debate after proposing the introduction of “jumbo” Build-To-Order (BTO) flats allocated to families who commit to having two or more children within the first five to seven years of the Minimum Occupation Period (MOP). The suggestion, made during the first day of the Budget Debate on February 24th, aims to address Singapore’s low birth rate by linking housing options to family planning, according to reports.

Hoe, representing Jurong East-Bukit Batok GRC, argued that the size of a family’s home “can influence their decision” regarding having children. He envisioned these “jumbo BTO flats” as larger units, thoughtfully designed to accommodate the needs of growing families, potentially including separate bedrooms for domestic helpers and improved soundproofing. He further proposed that these flats could be priced similarly to smaller units through the apply of additional subsidies, but with stringent eligibility criteria.

The proposed conditions for accessing these subsidized larger flats would require couples to commit to having at least two children within the initial years of residing in the property. Hoe also acknowledged the need for a “clear and fair downsizing pathway with subsidy clawbacks” should families fail to meet the stipulated conditions, while also emphasizing the importance of reasonable exceptions for couples facing medical fertility issues or relationship challenges.

Hoe clarified that Singapore has not previously implemented a housing scheme directly linking family size to housing subsidies, stating his proposal would need to be “tested.” His suggestion has drawn a mixed response, with some supporting the idea as an incentive for larger families. However, significant criticism has emerged online, with many questioning the practicality and fairness of requiring a commitment to a specific number of children as a condition for housing. Some commenters argued that such a policy would not effectively address the underlying factors contributing to Singapore’s low birth rate.

One online commenter questioned the logic of the proposal, suggesting that the scheme should only be available to families who already have three or more children. Others expressed concerns about the ability to realistically “commit” to having a certain number of children, highlighting the personal and often unpredictable nature of family planning. A video posted on the Strait Times website on February 24th highlighted Hoe’s suggestion that selecting jumbo BTO flats could encourage couples to consider starting a family earlier.

As of March 2, 2026, the Housing Development Board (HDB) has not issued a public response to Hoe’s proposal. No timeline has been established for any potential pilot program or further evaluation of the feasibility of linking housing subsidies to family size commitments.
