Former Philippine Police Official Royina Garma Faces Murder โAllegations, Linked to Duterte‘s drug War Strategy

Garma roseโข through โthe ranks ofโฃ the PNP,โค eventually becoming City Director of the Cebuโค City Policeโค Office from June 13,โ 2018, to June 30, 2019. Prior to โthis, in โMay โ2016, she met with then-President-elect Duterte, who โreportedly โtasked herโ withโค identifying โคan officer to replicate the “Davao model” for a nationwide โanti-drug campaign.
The “Davao model,” as Garma explained during a House Quad Committee inquiry,involved a system of payments and rewards ranging from P20,000โฃ to โคP1 million. Thisโ system has drawn scrutiny regarding its potential โforโ incentivizing extrajudicialโค killings.
Garma’s involvement in the implementation of this strategy came under โintense questioning. She โwas summoned before the House quad Committee following testimony from former Davao Penal and Prison farm head Senior Supt. Following โher arrest inโค California in November 2024 due to a canceled visa, Garma filed for asylum in โthe Unitedโค states,โ according to โher lawyer, Emeritoโฃ Quilang. The Departmentโ of Justice Secretary Jesus Crispin Remulla โhas ordered theโค Bureau of Immigration to facilitate her return to theโฃ Philippines.
