Columbus Judge Dismisses 1994 Rape Case Due to Lack of Investigation

Columbus Rape ‌Case Dismissed: Judge Cites Decades of Police⁤ Inaction

COLUMBUS, OH – A 1994 rape ‌case in Columbus has been dismissed after a Franklin County judge found ​that police failed to adequately investigate the crime for nearly three decades, violating the legal standard of “reasonable diligence.” The suspect, identified in June 2024⁤ through⁤ genetic genealogy after an⁢ initial “John Doe” indictment in 2013, will not be prosecuted.

Judge david Brown ruled that while the initial‌ indictment was filed ⁤within​ the statute ⁤of limitations, ‍the “minimal efforts” made by Columbus police detectives between 1994 and 2024 were insufficient. The decision, detailed in court ​documents, effectively ends the prosecution of⁤ the ​suspect, identified through DNA matching⁢ to evidence collected at the scene of the⁤ July 1994 assault.

“Though, the laws of Ohio and our separate Constitutions do not permit ‍a ‘crockpot’ approach​ to criminal investigations: ‍the government cannot ‘set it and forget‍ it,'” Brown wrote in his decision.

The case hinged on a DNA sample⁤ collected from a⁤ pillowcase ⁣following the assault reported by ⁢a 20-year-old woman. Court records indicate detectives also possessed facts regarding a potential suspect living in ⁢the ⁤area at the​ time,⁣ but no further investigative steps were taken.

Brown specifically noted that a simple neighborhood canvas “would have possibly closed⁣ the examination in ‍weeks not decades,” and that a DNA sample could have been obtained and matched in 1994, ⁣rather‍ than 2024.

Attorneys for⁣ the ​suspect had argued the prosecution‍ was ⁢barred by the statute of limitations. brown agreed that while the ⁤initial indictment ⁣was timely, the ‍prolonged lack of investigation undermined the case. ​He also highlighted the loss​ of three key witnesses who investigated the‌ case in 1994.

The Franklin County prosecutor’s office has the option to appeal Brown’s ​decision to the Tenth District Court⁣ of appeals.

Shawnee Hills Village Sends $54K to California Fraudster

Shawnee Hills‍ Village Loses ⁤$54,388 to Paving ​Scam

SHAWNEE HILLS, OH – ⁣ The Village of Shawnee Hills was defrauded of $54,388 intended for a paving project, according to a⁣ recent audit report from the ‌Ohio Auditor‘s office.the incident, which occurred in october⁢ 2024, involved a scammer impersonating Strawser‍ Paving company and redirecting payment to a fraudulent bank ⁣account.

The audit, finalized September 26, 2025, details how the ⁢village’s ⁤fiscal officer, Roskoski, ⁤received an email on September 10, 2024, from someone falsely‌ claiming ​to be with Strawser‌ Paving.The email requested an ​electronic payment form. The provided⁣ bank account data appeared legitimate but⁢ was later traced to an ‌individual ⁤in Azusa, California. On October 16,2024,Roskoski authorized a payment of $54,388 to‌ the fraudulent account.

The village became aware of⁣ the ⁣fraudulent transaction in December 2024 after being contacted by the ⁢Azusa, California Police​ Department. The department discovered ​the diverted funds during an unrelated, ongoing inquiry. While Azusa police alerted Shawnee‌ Hills to the fraud, ‌they did not pursue an investigation⁣ into the incident itself.

“The fiscal officer should obtain confirmation of all bank accounts for electronic payments to vendors, via ⁢a phone call or an ⁢established email‌ address with a confirmed employee at the vendor, prior to adding/changing ⁤electronic payment information in ‌the ‍village’s automated system,” the auditor stated in the report, highlighting a ⁣critical security lapse.

Clay ⁤Strawser,⁤ vice president of Strawser Paving Company in Columbus, confirmed the ⁣village ultimately paid for the⁣ completed, minor asphalt repairs. He noted that such impersonation scams are unfortunately common. “Unfortunately, that happens multiple times per year,” Strawser‍ said, “where a‍ fraudster ⁣tries to ​impersonate the​ company providing services⁤ and get ⁤people to send them ‌money to the wrong bank account.”

The village council had⁢ approved an emergency resolution for the paving contract with Strawser Paving ‌Company on ⁢September 9, 2024.

Seth Chapman, formerly in charge ⁢of​ the azusa detective division, stated the department’s investigation into related fraudulent ​activity is ongoing and declined to comment further on ‌the connection to the Shawnee Hills ‍case or potential involvement of ⁢other municipalities.

Roskoski declined ⁢to comment⁢ when contacted by The Columbus Dispatch on september 26,‍ 2025.

Khyree Pratt Murder Charge: Philadelphia Man Linked to Beacon Shooting

Beacon, NY – A Philadelphia man has been convicted in connection with the 2022 murder ‍of lionell Pittman, 32, of Beacon. Khyree Pratt, 24, was found⁢ guilty ​of ​first-degree⁢ murder, second-degree murder, second-degree conspiracy, ⁢and second-degree criminal possession of a weapon.

Pittman was fatally shot‌ just before 7 p.m. on May 14,2022,at his home in the forrestal Heights housing complex near West ‍Center Street. Authorities say Pratt shot Pittman in the head as part of a prearranged⁤ agreement, receiving financial compensation⁣ for his involvement.

“This verdict sends a clear message,those who plot violence and those who‌ carry it out will be held ‍fully accountable,” Dutchess County District attorney Anthony Parisi stated. “This defendant and shooter, along with every conspirator who played ​a role in this calculated⁣ and cold-blooded murder, will face the consequences ‍of their actions. Justice does ⁤not⁣ stop with the trigger -​ it reaches everyone behind⁢ the⁢ plan.”

Pratt’s sentencing is scheduled for november 24.

Newark Man Sentenced to 11 Years for Assault, Kidnapping

Newark Man Sentenced⁢ to Over⁤ 11 Years for Violent Crimes Against ​Girlfriend

newark, OH – A Licking‌ County man has been sentenced to 11 to 16 years in ⁣prison for ​a⁤ series of assaults, strangulations, and ⁢a ‍kidnapping committed against his⁤ girlfriend over a two-month period. Dylan W. Hess, 32, of Newark, ⁢pleaded guilty to two counts ⁢each of felonious ⁤assault, kidnapping, and strangulation,‍ as well as one‍ count of intimidating a witness or​ victim, during⁤ a hearing ‌on ‍September 2, according to court records.

Judge David Branstool of the Licking County⁢ Common Pleas‌ Court ordered Hess to serve the sentence,​ with credit given for‍ 126 days‍ already served.

The ⁢Licking County Prosecutor’s Office‍ stated⁢ that Hess ‌repeatedly assaulted and strangled his girlfriend,with many incidents occurring in the presence of children. ​the assaults often involved the‌ use⁣ of a wooden stick,resulting ⁤in notable ​bruising to the victim’s body.

Hess was ⁤initially indicted by⁤ a licking County grand ​jury on April 2,with​ the crimes alleged to have taken place in March. He had previously posted‍ a $20,000 bail following an arrest in March on a drug charge and a warrant related to a prior domestic case.

Concerns regarding Hess’s behaviour ⁣were raised by his⁤ probation officer on April ⁤25, and by a⁢ victim’s advocate with⁣ Licking Municipal Court.‌ According to a police‍ complaint,the⁢ victim reported being picked up by Hess on April 27 and not‌ returned home after requesting ⁣it.She further alleged that Hess assaulted her ‍after⁢ she attempted to seek help, and detectives observed multiple injuries on the victim.

A superseding⁣ indictment adding the kidnapping ​charges was delivered ‌by​ a ‍grand jury in May. Hess⁤ initially entered a plea of not guilty before reaching a plea agreement ‍with ‌prosecutors.

in addition ‌to the prison sentence, Judge Branstool ordered Hess to serve ‌two years of probation, with ⁣the possibility of up to five additional years if he violates the ⁣terms⁣ of his release. Court records also indicate Hess was found ​guilty of domestic violence​ involving the same victim in Licking​ County⁢ Municipal Court in august.

Lansing Man Charged in Double Murder: Jealousy Motivated Shooting

Lansing Man on ‍Trial ⁤for Double Homicide Stemming from Tumultuous ⁢Relationship

LANSING, MI⁣ – September 18, 2025 ‍ – The trial of​ Dennis Whaley continued Thursday in Ingham County Circuit court, revealing a history of⁣ conflict and alleged abuse leading up to the⁢ April ⁤18, 2024, shootings that left Christine Cambric and Jason‍ McKenzie ⁢dead. Whaley is accused of murdering Cambric and McKenzie at a Woodrow Avenue ​home in Lansing.

Testimony ⁤painted a picture of​ a “toxic” and on-again,⁣ off-again relationship between Whaley and Cambric, with witnesses stating ⁤Cambric desired Whaley to move out. Clay‍ Roark-Scharf,⁢ the boyfriend of another resident of the home, described the relationship as involving “a lot of fighting and ⁣not ‍a lot of trust.”

Court ‍records show Lansing police were called to the residence in November 2023 ‌following an argument over bills. ⁤Cambric ⁣reported to officers that Whaley ‌kicked ​her four times ‌and, days prior, pushed her ⁣out ​of bed,⁤ possibly fracturing her shoulder. An arrest warrant was issued for Whaley in January 2024, but was not served before the fatal shootings three ⁢months ⁢later.

Whaley⁣ was ⁢apprehended days after the shooting after contacting⁢ a detective and arranging his surrender. Police recovered the assault-style rifle used in ⁣the ‌shootings near a homeless encampment, ‌based on information provided by Whaley.

Roark-Scharf​ testified ‌he was​ upstairs ⁢when he heard shouting and then gunshots from the ​basement. He armed himself and hid, instructing his girlfriend, Adkins, to call 911 and stay away from the house. Adkins, ‌who was in a friend’s car at the ⁣time, testified she saw Whaley leaving ⁤the home​ and described his expression as “crazy,” with “evil in his eyes.”

The trial before Judge Wanda Stokes⁤ is⁢ expected to conclude ⁢next week.

Witnesses reported a ⁢steady stream of people, many wearing backpacks or medical scrubs, being redirected by security personnel. Concerns about safety were voiced⁢ by those passing thru, with officers assuring them alternative routes were available.

As of⁤ 8:00 p.m.,police were observed‌ reviewing facts on a mobile phone,suggesting an‌ ongoing investigation. The ⁢DPSS ⁣has not yet ‌provided a timeline for when the area will be ⁤fully reopened‌ or ⁣further details‌ about the circumstances surrounding the stabbing.
