ICC Closes Caracas โฃOffice,Continues โVenezuela Crimes โขAgainst Humanity Examination
The International Criminal Court (ICC) is closing its office in Caracas,citing a lack of ample progress in Venezuelan investigations into alleged crimes against humanity. โฃ Deputy Prosecutor โฃMame โคMandiaye Niang announced the โขdecision Monday at the 24th โฃAssembly ofโ Statesโค Parties, explaining that despite โขongoing engagement with Venezuelan โคauthorities, “real progress remains a challenge.”
The โICC opened its Caracas office in 2024 to collaborate withโ Venezuelan authorities, operating under theโ principle ofโค complementarity – which stipulates โthe ICC onyl intervenes when national judicial systems are โunwilling or unable to genuinely investigate and prosecute crimes within its jurisdiction. Niang stated the closure was a strategic decision to effectively allocate the โคCourt’s limited resources.
Despite the office closure,the ICC investigation into allegedโ crimes against humanity committed in Venezuela since 2017 remains active. The investigation will now be managed by a team โคof prosecutors โbased in The Hague.
The Venezuelanโค government has consistently opposed the ICC โคinvestigation, maintaining that its ownโข judicialโ system is actively investigating relevant โcases. Though, the Court rejectedโค this argumentโ in 2023, authorizing the continuation of its self-reliant investigation.
Previously, ICC Prosecutor Karim Khan described the opening of โขthe Caracas office โขas โคa “uniqueโข prospect” to advance investigations and provide technical support to Venezuela. The closure marks a โshift in โคthe relationshipโค between theโค ICC and Caracas, following โคmonths of dialog regarding accountability โfor alleged human rights violations. The investigationโค was initially prompted by referrals from multiple countries inโ 2018.
