Deputies approve railway transport reform

by Chief editor of world-today-news.com October 12, 2024
written by Chief editor of world-today-news.com

Mexico City. The Chamber of Deputies today approved the reform to article 28 of the Constitution through which the use of railways for passenger transport will be promoted, and although the initiative received the endorsement of all parliamentary groups, the opposition demanded that the next railway routes railway are built without repeating the cost overruns and damage to the environment that, they accused, the Mayan Train involved.

After a debate that lasted six hours, the project was approved unanimously with 472 votes in favor. Although a total of 135 reservations were presented to the ruling, voiced by 38 speakers, none of the opposition parties’ statements were accepted for discussion, while those of Morena and its allies withdrew them.

In a meeting with the media, prior to the session, the coordinator of the cherry bench in San Lázaro, Ricardo Monreal, welcomed that the initiative “recovers the leadership of the State in matters of rail transport and privileges passenger transport”, after that in the 90s the “neoliberal” governments privatized the railways and these were used only for loading goods.

“What this minute contains is to recover the legal capacity of the State to provide the public passenger train service, and also the State could grant or concession to those who currently have the transportation concession to also provide the passenger train service. ”he explained.

When taking the stand to argue in favor of the reform, Jorge Armando Ortiz (PT) recalled that the national railways “were privatized by Ernesto Zedillo, who began this process, and by Vicente Fox, who completed it. “Prianist presidents sell their homelands, who handed over this nation’s heritage to foreign companies, and who, as former presidents, their mark of pride was being employees of these transnational companies.”

Likewise, the deputies in favor of the initiative highlighted that, by promoting the train as a means of passenger transportation, traffic on the roads and airplanes will be relieved; The regional development of the towns and communities through which the railway passes will be promoted, and there will be a sustainable and less polluting mobility option.

On the opposition side, although it was announced that their vote would be in favor of the reform, it was also demanded that the new railway projects be carried out with transparency and care for the environment, in addition to guaranteeing the safety of passengers. against organized crime.

Accompanied by other legislators from his bench who were holding photos of jungle areas cut down for the construction of the Mayan Train, PAN member José Manuel Hinojosa denounced that this project generated “ecocide” in the regions where it happened, in addition to “work contracts under of corruption and nepotism.”

The blue and white is not against passenger trains, he clarified, but “we are very concerned that they are now talking about seven new passenger train routes, because if we have learned anything in the last six years, it is that each Q4 proposal It comes with a trap, corruption, opacity, and will surely remain unfinished or useless, like the Felipe Ángeles International Airport or the Dos Bocas refinery.”

Hinojosa stressed that the PAN would vote in favor of the initiative, but announced that they would present reservations – none of which were accepted – so that the operation and safety of passenger trains would be guaranteed, as well as their budgetary viability, and the opinion would be heard. of specialists in environmental issues.

The coordinator of the PRI bench, Rubén Moreira, questioned “where the budget is going to come from for all this that was said to be done,” and warned that, if this railway project is carried out, the country’s debt could reach even at 2 billion pesos.

Due to the above, it presented a reservation so that businessmen who currently have freight train service concessions are obliged to provide passenger transportation service, “giving priority to populations that live in isolated communities and do not have another means of transportation.” public transport”. The proposal, however, was rejected.

For their part, Sergio Gil and Hugo Luna (MC) stressed that voting in favor of the reform did not imply handing a “blank check” to the federal government, which is why they demanded that passenger trains consider the investment of private initiative. through concessions to individuals, and that they do not become “pharaonic projects, full of frivolity, ecocide and opacity.”

After being approved in San Lázaro, the reform was sent to the Senate to be ratified.

by Chief editor of world-today-news.com October 12, 2024
written by Chief editor of world-today-news.com

Mexico City. Workers of the Judicial Branch of the Federation protested in the Chamber of Deputies to demand that legislators participate in the elaboration of secondary laws to the Reform on the matter and that they respect the suspensions granted by federal judges, one of them orders that they not be analyzed nor is the vote on the opinion carried out until the trial is finally resolved; the second, that if the legislative process continues, the decree will not be sent to the state congresses for approval.

“The objective of coming was to deliver a letter requesting that the Political Coordination Board receive us with the purpose of participating in the preparation and consultation of the secondary laws that will implement the reform of the Judicial Branch. In addition to requesting that legislators abide by the suspensions granted in the different amparo lawsuits that were promoted against the amendment procedure,” said Patricia Aguayo Bernal, self-proclaimed spokesperson for the workers.

He assured that despite the stoppage of activities that has been going on for a month and a half, they have not stopped working. “We are carrying out our work in all buildings nationwide. Justice does not stop and has not stopped for a single moment.”

He noted that there were two briefs that they delivered, one corresponds to the workers of the First Circuit and the second was in the name of the 32 United Circuits Coalition that represents the judicial courts throughout the country.

A month and a half after the stoppage of activities, they once again requested dialogue with President Claudia Sheinbaum Pardo, to make her aware of the workers’ perspective regarding the changes contemplated by the judicial reform.

For its part, the Federal Judiciary Council reported that in follow-up to the Plenary agreement, the counselors held dialogue tables with the representations of the Circuit magistrates, district judges and PJF workers, addressing, among other topics, those related to respect for labor rights and benefits; the situation of trusted employees; the judicial career and the problems faced by public servants in Guerrero due to the passage of Hurricane John.

He said that with this dialogue, the councilors learned first-hand about the concerns and needs of public servants derived from the approval of the reform to the Judicial Branch of the Federation and the various situations that arise administratively and professionally in the daily operation of the jurisdictional bodies; Therefore, they expressed their commitment to analyze them carefully and provide a response through the corresponding collegiate bodies of the CJF.

Senator Andrea Chávez is right – El Financiero

by Chief editor of world-today-news.com October 11, 2024
written by Chief editor of world-today-news.com

Senator Andrea Chávez yesterday denounced a misogynistic campaign by collaborators of El Financiero, especially a cartoonist who collaborates in this medium. Although the dissemination of a doctored photograph to which the senator alludes was disseminated only on the cartoonist’s social networks, this medium condemns the use of this type of images on any platform, even a social network. Senator Chávez must be certain that in El Financiero she will find a space in which she will receive dignified and impartial treatment, regardless of differences in political ideas.

Olga is left wanting again

Retired Minister Olga Sánchez Cordero does not bring them with her in the new legislature of the Chamber of Deputies. On two occasions she signed up to be president of the Board of Directors and they beat her. At the beginning of the work he expressed his desire, but said that he respected Ifigenia Martínez’s aspirations to preside over the chamber and give the presidential sash to Sheinbaum. After Ifigenia died, the former Secretary of the Interior enlisted again, arguing that her replacement should be a woman, but the majority of Morena prevailed, blocked her and voted in favor of deputy Sergio Gutiérrez Luna, to go from vice president to president , who yesterday formally took office before the plenary session with 420 votes.

In Court, more fuel to the fire

Minister Juan Luis González Alcántara gave entry to the constitutional controversy presented by the government of Guanajuato against the judicial reform. With this, the judge admitted the responsibility of analyzing and presenting a project to his colleagues so that they could decide if the functions of the state government were affected by these changes. As if the criticism that the Court received for admitting the judges’ complaint were not enough, and that there was even talk of “coups d’état”, this appeal is added. Let the criticism continue to rain.

Procedural blunders

“What good is the majority if they do not have the technical capacity or the necessary criteria to write coherent laws?” questioned constitutional law expert Francisco Burgoa, in response to Ricardo Monreal’s confession that new changes to the law must be presented to establish the election of the presidency of the SCJN. After all, the approved reform of the Judiciary contradicts the Constitution itself, since it is proposed that the presidency of the Court will be occupied by the candidate who obtains the most votes. However, the Magna Carta also establishes that this will be renewed with the election of the members of the high court themselves. That happens when you legislate at speed.

Sylvana leaves, “for consistency”

The new PRI federal deputy Sylvana Beltrones Sánchez, in congruence with what was done by her father, Manlio Fabio Beltrones Rivera, left her newly inaugurated seat in San Lázaro and also temporarily retired from PRI work. “With the processes related to the leadership of my political institute that generate differences of opinion resolved, and certain that we must prioritize the important national debate, I consider that, in these times of definitions, it is essential to act with consistency,” she explained in a letter, when requesting leave yesterday to better dedicate himself – he indicated – to directing the Beatriz Beltrones Foundation, dedicated for 19 years to the timely detection of cervical and breast cancer in women.

Charged with real estate cartel, free with precautionary measures

After multiple postponements, the hearing was finally held in which the capital’s Prosecutor’s Office charged businessmen and former officials of Benito Juárez for the real estate corruption case. Ten accused businessmen requested the duplicity of the term to define their legal situation; Meanwhile, the CDMX judge released them with precautionary measures. An official, although he was linked to the process, will be under house arrest. Although for the capital’s Prosecutor’s Office it has been an emblematic case against corruption, no complaints were heard against the judge because the defendants will be free. Will they blame federal judges? Or will they only want former PAN mayors behind bars?

Appointments for 20 commissions are approved in San Lázaro

by Chief editor of world-today-news.com October 10, 2024
written by Chief editor of world-today-news.com

Mexico City. The Chamber of Deputies today approved the appointment of the presidents of 20 commissions, including the Justice Commission, which must be installed shortly to process the two secondary reforms that the Senate will approve to regulate the extraordinary election of judges, magistrates and ministers.

In an ordinary session that began more than hours late, while the different parliamentary groups negotiated the distribution of commissions in the Political Coordination Board, the first agreement was announced.

Morena reserved the most relevant commissions in the chamber and handed over to the PVEM the Supervision of the Superior Audit of the Federation, which will be chaired by Javier Octavio Herrera (PVEM), son of the former governor of Veracruz, Fidel Herrera Beltrán.

This is a position usually led by the opposition.

The Finance and Budget commissions will be chaired by deputies from Morena, with Merilyn Gómez and Carlos Ulloa Pérez, respectively. Leonel Godoy Rangel will chair the Constitutional Points meeting.

It was also determined that the Jurisdictional Commission – among its members is the Investigative Section in charge of resolving violations – be chaired by Hugo Eric Flores Cervantes, founder of the defunct Social Encounter Party, which is now in Morena.

Likewise, the Justice Committee will be chaired by Julio César Moreno Rivera (Morena), who in the previous legislature could not preside over the Constitutional Points Committee, because he had just joined the cherry ranks after leaving the PRD. The majority deputies then objected that he had been a critic of former President Andrés Manuel López Obrador and President Claudia Sheinbaum, when she was head of the Capital Government.

The agreement includes that the Southern Border Affairs Commission be led by Tey Mollinedo from Tabasco; Immigration Issues by Marcela Guerra (PRI); Welfare, by Ana Karina Rojo, (PT), National Defense, retired General Luis Arturo Oliver (Morena), and Sports by racquetball player Paola Longoria (MC).

Likewise, the heads of Human Rights were appointed, Yoloczin Domínguez (Morena); Rural, Agricultural Development and Conservation and Food Self-sufficiency, PRI member Leticia Barrera; Economy, trade and competitiveness, PAN member Miguel Ángel Salim; Gender Equality, Anais Mirian Burgos (Morena); and Energía Rocío Abreu, who was close to PRI leader Alejandro Moreno Cárdenas and is now active in Morena.

Pedro Vázquez, PT deputy, was appointed president of the Foreign Relations Commission, which his party retains.

The presidencies of the Navy commissions were also determined, with Admiral Humberto Coss y León (Morena); Environment and Natural Resources, by Gabriela Benavides Cobos (PVEM); and Tania Palacios (PAN), Tourism.

After the agreement was presented to the plenary session, the president of the Board of Directors, Sergio Gutiérrez Luna, called on the Justice Commission to be installed “as soon as possible.”

The above, because this commission will be in charge of reviewing the minutes of the Senate to modify the general laws of Electoral Institutions and Procedures and the Media Challenge System in electoral matters.

Young people are no longer repressed, but supported: Morena and allies in San Lázaro

by Chief editor of world-today-news.com October 9, 2024
written by Chief editor of world-today-news.com

Mexico City. The different political parties of the Chamber of Deputies today remembered the massacre of October 2, 1968 – whose 56th anniversary is commemorated this Wednesday – and while the opposition took advantage of the event to mention the risks involved in “authoritarian and omnipotent” governments. ”, Morena and its allies pointed out that currently young people are no longer repressed, but supported, and proposed removing the name of Gustavo Díaz Ordaz and Luis Echeverría from streets and schools.

When taking the stand to establish the PRI’s position, Congresswoman Fuensanta Guerrero highlighted the importance of “not losing sight of the lessons that our history has taught us,” and stressed that “the night of Tlatelolco left a deep wound as a result of the violence and repression.”

What happened in the Plaza of the Three Cultures, he said, was “one of the worst acts of repression, which not only sought to silence the voices of those who were fighting for a better country, but also tried to instill fear in the hearts of families. of Mexico.”

It was in this context where the legislator pointed out that “today, in a country where there are airs of authoritarianism, repression and injustice, the memory of those who lost their lives in Tlatelolco should not be in vain. (…) Never again will a country have an omnipotent presidency, where the balance of power deteriorates due to the will of a single man and where institutions are used to repress society.”

Immediately, PT member Lilia Aguilar responded that “it must be very difficult to get on this platform representing the PRI to talk about the massacre committed by Gustavo Díaz Ordaz and Luis Echeverría Álvarez. “You have to have a certain nerve to talk about ‘airs of authoritarianism’ when Díaz Ordaz said he felt ‘particularly proud’ that October 2 had allowed him to serve and save the country.”

In the same tone, he took the opportunity to emphasize that in the PRI governments, “when the bullets were real,” the Army and other repressive bodies attacked the people. “We are not equal, we will not disappear anyone, nor will we torture, nor will we order massacres. When the PRI comes here to say that the National Guard has represented militarization, it is because that is what they would do.”

Aguilar emphasized: “We must honor the memory of these students and remind the young people of this country that we live in different times because we have evolved in democracy thanks to left-wing and progressive movements that have been led in this country by former president Andrés Manuel López. Obrador and many who are in the Chamber of Deputies today”

However, the PAN member Daniel Chimal García once again took the anniversary of October 2, 1968 to refer to the current situation in the country and criticize the Morenoist governments.

What happened 56 years ago, he said, “reminds us how dangerous it is that power is held by a few hands without republican counterweights, without strong institutions of justice and human rights, and governments only thirsting for revenge.”

October 2, he pointed out, “reminds us of the thin line that the Army walks when it is entrusted with tasks against a civilian population. What would those young people of ’68 say when they saw the way in which the militarization of this country is being plotted, what would those young people say when they saw that this government, supposedly leftist, entrenches itself and builds walls in the face of the protests of young university students? That is the historical incongruity of Morena.”

The students who demonstrated in recent weeks against the reform of the Judiciary, he said, “raised their voices to warn about the dangers of a regime that is concentrating power and building a new hyper-presidentialism.”

The response of the cherry bench was in charge of Arturo Roberto Hernández Tapia, who pointed out that, unlike what happened in the “despotic, authoritarian and criminal” government of Díaz Ordaz, the administration of López Obrador elevated the support to constitutional rank to young people who did not have access to employment or formal study.

“The social, economic and democratic development of a nation is not possible without the participation and recognition of its youth, who instead of abuses, repression and violence from the neoliberal PRI and PAN governments, currently receive support, scholarships, accompaniment, freedoms , access to education and work.

“Without a doubt, today the Mexican reality is different, and we owe a lot of that to the student movement of ’68 (…) and it is the historical watershed of the Fourth Transformation, since it marked the beginning of the citizen struggle against repression, corruption and the despotism of neoliberal governments,” he stressed.

In this context, he welcomed the fact that President Claudia Sheinbaum ordered that the Mexican State issue a public apology for the Tlatelolco massacre, which means an “unprecedented gesture,” and urged “in a personal capacity” the three levels of government to eliminate the names of Gustavo Díaz Ordaz and Luis Echeverría Álvarez from the nomenclature of schools, streets and public institutions.

Deputies generally approve reform of the National Guard

by Chief editor of world-today-news.com September 27, 2024
written by Chief editor of world-today-news.com

Mexico City. After a long debate that lasted more than 7 and a half hours, the plenary session of the Chamber of Deputies tonight generally approved the reform to the Constitution that returns operational and administrative control of the National Guard (GN) to the Secretariat of National Defense (Sedena), in addition to empowering legislators to create an internal security law that regulates the participation of the military in this area.

The reform was generally approved by 362 votes in favor of Morena and its allies and the opposition added 133 against.

Only five deputies were missing from the session, of these three from Morena: the president of the chamber, Ifigenia Martínez, Magaly Armenta and the former Ayotzinapa normalista Manuel Vázquez Arellano; and the PAN members Amparo Oliva and Julia Jiménez.

The discussion – whose start was delayed until noon, due to the earthquake drill, which took place at 11 in the morning – confronted the positions of Morena and its allies who defend the initiative, considering that it reinforces the capabilities of the GN and its “coordination” with the Army, with those of the opposition, where the argument focused on the party in power deepening the “militarization” of the country, with the risks to human rights that this implies.

At the start of the session, three suspensive motions from MC, PRI and PAN were rejected, which requested the return of the opinion to committees, and the parade of speakers began on the platform. First, six interventions by each of the groups, and then four rounds for and against the project, each one with a list of 12 speakers.

On the side of the majority bloc, it was argued that the attachment of the GN to the Sedena “will allow for a solid and coordinated structure”, necessary to confront the threats of organized crime, but maintaining civil supervision and “avoiding the excesses of the past.” ” incurred by other security corporations, especially the defunct Federal Police.

From their seats and on the tribune, deputies from Morena, PT and PVEM showed banners that read words such as “Capacity”, “Discipline” and “Trust” and in their speeches they highlighted that the GN has better rates of perception of citizen trust , compared to the defunct Federal Police.

In addition, they assured that the initiative would also allow the elements of the GN to have better working conditions and denied that it is a change that “militarizes” public security.

In security, catastrophic results

On the contrary, the opposition deputies warned that the reform will allow the intervention of the armed forces in public security tasks to be permanent – no longer temporary and subsidiary – which prevents the professionalization of the civilian police forces that They should take charge of this area.

Likewise, they criticized that, despite having grown from 28 thousand elements at the time of its creation in 2019, to almost 130 thousand currently, the GN has not managed to contain the violence in Mexico, which has reached “catastrophic” levels. ”.

One of the loudest moments of the debate took place when the PAN member Miguel Ángel Monraz Ibarra took the stand, surrounded by his colleagues who showed banners showing the current president Andrés Manuel López Obrador, the Morenoist national leader Mario Delgado and other party members. icing on the cake, when they demonstrated against the militarization of the country, during the six-year term of Enrique Peña Nieto.

“What do these images remind you of? What were they saying and what were they thinking at that moment? “What a lack of memory, because they don’t remember when their clothes were torn because of the presence of the military in the streets!” Monraz expressed between laughs, a situation that provoked a response from the seats of the majority, with cries of ” out!” and the slogan “it is an honor to be with Obrador!”

From Morena, the position included acid criticism of the “war” against drug trafficking that former President Felipe Calderón undertook and the relationships that he built with organized crime who was his Secretary of Security, Genaro García Luna, for whom yesterday the Prosecutor’s Office of Nueva York asked for a life sentence.

Bruno Blancas (Morena) argued that the right should reconsider its vote. Because, he advanced, “they have just given us the news of the sentence (sic) of a criminal. Felipe Calderón supposedly did not know how his collaborators behaved. Of course I knew it! He is a corrupt García Luna! “They knew it, they know it and they are still in cahoots!”

Already in that tone, representative Josefina Gamboa Torales (PAN) responded: “Of course García Luna knew about Andrés Manuel and that is why he designated him as a narco president! Did I know or didn’t I know?

That statement once again generated an angry response from the left wing of the plenary session, but the PAN member refused to suspend her speech when asked to do so by the vice president of the Board of Directors, the Morenista Sergio Gutiérrez Luna, who later told her that her interruptions were not They were “a matter of ill will” to the speakers and he angrily asked him to “address this presidency with respect on another occasion.”

After 57 deputies participated on the platform, in a series of interventions where the arguments were reiterated by the benches again and again, finally at almost eight at night, the reform was generally approved.

The discussion is expected to last until early Friday morning, due to the fact that 433 reservations were submitted to the ruling, and of these 151 were only from the Labor Party bench. The list is 111 speakers, but the calculation is that as the hours progress, the deputies will begin to give up speaking on the platform.
