UN Investigators Report Russian Drones Used to Terrorize Ukrainian Civilians, Forcing Displacement
KYIV, Ukraine – Russian forces are systematically using drones to stalk and terrorize Ukrainian civilians near the front lines, driving thousands from their homes in what United Nations investigators are calling a potential crime against humanity. A new report details instances of drones equipped with cameras tracking individuals over long distances, and in some cases, dropping incendiary bombs or explosives on those seeking shelter.
The findings,outlined in a 17-page report set to be presented to the UN General Assembly this week,reveal a coordinated tactic aimed at forcibly displacing residents from key areas of southern Ukraine. Investigators determined these actions constitute a crime against humanity through forced population displacement, exacerbating the humanitarian crisis and altering the demographic landscape of the conflict zone.
The report is based on interviews with 226 individuals – including victims, witnesses, humanitarian workers, and local officials – alongside analysis of hundreds of verified online videos. The documented attacks occurred over the past twelve months across three southern regions bordering the front line and the Dnieper River.
“These attacks were carried out as part of a coordinated tactic to expel civilians and constitute a crime against humanity in the form of forced population displacement,” the report states.
The use of drones to intimidate and directly target civilians represents a concerning escalation in tactics, adding another layer to the complex and devastating impact of the ongoing conflict. The investigation highlights the growing reliance on unmanned aerial vehicles by Russian forces, not just for reconnaissance, but as instruments of terror designed to clear territory and disrupt civilian life.
