Prominent U.S.-India relations Expert Arrested onโ Charges of Retaining classified Information
Vienna, Virginia – October 14, 2025 – Ashley Tellis, โคa leading expert on U.S.-India relations who has advised multiple U.S. administrations, was arrested this weekend and charged with unlawful retention of โnational defense information, according to court documents unsealed today. The arrest follows โฃallegations that Tellis possessed over a thousand pages of classified documents, marked “topโ secret” and “secret,” โขat his home in Vienna, Virginia.
Tellis, 64,โค previously served on โฃthe National Securityโฃ Council under formerโ President George W. Bush and currently works as an unpaid advisor to the State Department andโ a contractor forโ the โขPentagon, according to an FBI affidavit. He is also aโฃ senior fellow at the Carnegie Endowment for International Peace, a Washington D.C.-based think tank.
The FBI affidavit details observations from September and October of this year, alleging Tellis accessed and โฃprinted โฃclassified documents – including information regarding militaryโ aircraftโฃ capabilities – while visiting Defense and State Department buildings, departing withโฃ the materials in a โขleather briefcase or bag.
A โsearch of Tellis’ โresidence on Saturday reportedly uncovered the extensive collection of โคclassified documents. The affidavit also โขnotes multiple meetings between Tellis and Chinese government officials in recent years,including a dinner โฃon Septemberโ 15 inโ Fairfax,Virginia,where he was observed arriving with a manila envelope he didโข not have upon leaving.
tellis held a Top Secretโค security clearance with access to Sensitive Compartmented Information due toโ his rolesโค with the State Department and Pentagon.
“We โฃare fully focused on protecting the American people from all threats, foreign and domestic,”โ stated Lindsey Halligan, U.S. attorney for the Eastern โDistrict of Virginia.โฃ “The charges asโ alleged in this caseโฃ represent a grave risk toโ the safety and security of our โcitizens.”
If convicted, Tellis โfaces upโข to 10 years in prison and a fine of up โขto $250,000.
A State โDepartment official confirmed the arrest butโค declined further comment.A Pentagon official โฃstated thayโ do not comment on ongoing litigation. Carnegie Endowment forโ International Peace has not yet responded to requests for comment, andโฃ Tellis could not โคbe instantly reached. Hisโฃ legal representation is currentlyโฃ unknown.
The arrest comes amid heightenedโ scrutiny of the handling of classified information,with Trump administration officials,including Director of National Intelligence Tulsi Gabbard,having pledged toโฃ prosecute those who mishandle suchโค materials.
