LANCASTER, PA – Three men are facing animal cruelty and neglect chargesโฃ following the revelation of severely โmalnourished โคand neglectedโค dogs at โa โLancaster Township โฃtownhouse in April.โ Osvaldo Coello-mendoza, the homeowner, is charged with multiple counts ofโฃ animal cruelty,โฃ and two of his roommates also โขface neglect charges related to the case.
Investigatorsโ responded to Sterling Place after neighbors reported seeing a deceased dog on the property. Upon โarrival, they found one dog dead and nine others suffering fromโ malnutrition, dehydration, and various โinjuries. One dog required a legโ amputation due to a broken limb, while others exhibitedโ bite wounds andโค mite infections. The dogs have since been rehomed by the SPCA.
“It feels bad, you know, you need to get water. He needs to take care of everything,” said neighbor Worku Andebrhe, reflecting the community’s โขconcern.
Police allege Coello-Mendoza violated his bail conditions – which prohibited him from owning animals – on โtwo separate occasions, leading to the seizure and rehoming of two additional dogs. The case โคhighlights the โimportance of responsible pet ownership and the severe consequences of animal neglect.
