Arizona Considers Crypto Reserve with XRP, Bitcoin & DigiByte – Historic SB1649 Vote

PHOENIX, AZ – Arizona is poised to make history as the state Senate considers a bill that would establish a digital asset reserve including Bitcoin and XRP, a move that could reshape the state’s financial landscape and set a precedent for other U.S. States. The bill, SB1649, cleared a key committee vote on Monday, advancing it toward a full Senate vote.

The Senate Finance Committee approved the legislation with a 4-2 vote, according to reports from CryptoRank and The Crypto Times. The bill proposes the creation of a state digital asset reserve managed by the state treasurer, utilizing seized or abandoned cryptocurrencies. The legislation outlines strict criteria for eligible assets, focusing on market capitalization and liquidity.

Notably, SB1649 specifically names Bitcoin, DigiByte and XRP as potential holdings for the reserve. This explicit inclusion of XRP, developed by Ripple, is being viewed as a significant validation of the cryptocurrency’s technology and potential, according to sources familiar with the bill’s development.

Proponents of the bill argue that a digital asset reserve would diversify Arizona’s financial tools and provide greater flexibility in managing seized assets. The state could potentially generate revenue from these holdings, while as well avoiding the risks associated with traditional asset management. “This reserve diversifies our fiscal tools and allows for flexible management of seized funds,” stated a legislative aide familiar with the bill, who requested anonymity.

The move comes after a previous attempt in 2025 to establish a Bitcoin-only reserve, as detailed in bill 2324. This new iteration expands the scope to include other cryptocurrencies, reflecting a growing acceptance of digital assets within the state government.

The potential economic benefits extend beyond state finances. Early signs suggest increasing commercial adoption of XRP within Arizona, with reports indicating that some KFC restaurants in Phoenix are exploring accepting the cryptocurrency as payment. This growing acceptance among businesses could further stimulate the state’s economy.

However, the bill also faces scrutiny regarding the security of state funds. Legislators have emphasized that the reserve will be managed with extreme prudence and transparency, utilizing the inherent security features of blockchain technology to facilitate audits. The bill aims to address concerns about volatility by establishing a rigorous analytical framework for selecting cryptocurrencies.

The selection process will prioritize networks with high levels of decentralization and robust security, with XRP’s technical activity being meticulously analyzed. The bill also emphasizes the importance of global liquidity, a key strength of XRP, ensuring the state can readily convert assets if needed.

The bill is now before the Senate Rules Committee, where it will be further debated before a potential vote by the full Senate. If passed by the Senate, the bill will then be sent to the Governor for signature. The outcome of this vote is being closely watched by the cryptocurrency industry, with many anticipating that a successful implementation in Arizona could inspire similar initiatives in other states.

The Arizona state government has not yet released a timeline for the full Senate vote.
