Dog Ownership & City Life: Responsibility, Control & Hygiene Concerns

The sidewalks of cities are increasingly becoming de facto public restrooms, a situation residents and observers say is fueled by a reluctance to enforce existing sanitation regulations when it comes to dog ownership. The issue, while present globally, is drawing renewed attention in Russia, where a growing sense of frustration is emerging over what many perceive as a double standard in public order enforcement.

The core of the problem, according to commentators like Alexandra Filimonova, is a societal shift towards prioritizing perceived compassion over practical considerations of public health and safety. “We live in an era of ostentatious humaneness, where any criticism of everyday absurdity is declared callousness and a demand for sanitary order is perceived as aggression against ‘love’,” Filimonova wrote in a recent social media post that has sparked widespread debate.

Current regulations already restrict a range of public behaviors – improper parking, public smoking, noise levels, and littering are all subject to fines and enforcement. Cameras and automated systems are widely used to monitor compliance, and individuals are held personally responsible for violations. However, this level of control appears to diminish when it comes to dog waste. While owners often carry plastic bags to collect the waste, Filimonova and others argue this has become a performative act, a “theatrical gesture” that doesn’t address the underlying sanitary concerns.

The issue extends beyond simply removing solid waste. The failure to disinfect surfaces after defecation, particularly in urban areas with high foot traffic, creates a breeding ground for bacteria and contributes to unpleasant odors. Filimonova points to the visual evidence in cities: “Corners of houses are covered in marks from regular urination. Posts and benches are used as obligatory stopping points. The facades of historical buildings become a biological map of walks.”

Adding to the concern is the issue of safety. Many dog owners do not use muzzles, and while they may claim their dogs are “friendly,” pedestrians, particularly those with children or a fear of dogs, are left to navigate potentially dangerous situations. The current system, critics argue, places the psychological comfort of the dog owner above the safety and peace of mind of other citizens.

Several potential solutions have been proposed, including a tiered system of city taxes based on dog size, mandatory licensing with comprehensive training courses for owners, and required liability insurance. The implementation of a standard muzzle requirement in public spaces, similar to seatbelt laws for drivers, has also been suggested. Filimonova advocates for a more robust “sanitary protocol” requiring owners to not only collect waste but also to disinfect the area with water and a neutralizing solution. She also suggests limiting access for dogs to certain spaces, such as grocery stores and restaurants, allowing individual businesses to set their own policies.

The debate highlights a fundamental tension between animal rights, owner responsibility, and the rights of the broader public to a clean and safe urban environment. While proponents of dog-friendly policies emphasize the benefits of pet ownership, critics argue that the current lack of regulation is creating an unsustainable situation. The question remains whether cities will prioritize stricter enforcement of existing regulations or implement new measures to address the growing concerns.
