Maghaberry prison Facing crisis as Overcrowding and Staffing shortages Escalate, Former UUP Leader Warns

Concerns are mounting over conditions at HMP Maghaberry, Northern Ireland’s only high-security prison, as former Ulster Unionist Party leader Doug Beattie revealed he has been contacted by prison staff detailing important overcrowding and critically low staffing levels. The prison, located in Lisburn, currently holds approximately 850 inmates, according to the latest figures released by the Northern ireland Prison service in December 2023.

Mr. Beattie stated that these issues are leading to increased lockdowns, prisoners being forced to share cells designed for single occupancy, and a reduction in vital rehabilitation programs such as gym time and educational courses. These limitations are contributing to heightened tensions within the prison population and a rise in formal complaints from both inmates and correctional officers.

Autonomous analyst and former prison governor,Paul McKee,described the situation as a “powder keg,” warning that the Prison Officers Association (POA),while prohibited from striking,could resort to a “work to rule” action,further exacerbating the crisis. The POA represents over 300 prison officers at Maghaberry.

Mr.McKee has advocated for the Executive Office to explore the possibility of early release for non-violent offenders nearing the completion of their sentences as a short-term solution. This approach mirrors actions taken in England and Wales, where thousands of prisoners were released early to alleviate overcrowding pressures. In 2023, the Ministry of Justice in England and wales implemented an early release scheme that freed approximately 2,500 prisoners.
