Senior Administrative Specialist Job Opening at DNREC Division of Water – Dover, DE
The Kent Conservation District is actively recruiting applicants for a contractual Senior Administrative Specialist position within the Delaware Department of Natural Resources and Environmental Control (DNREC) Division of Water Wetlands and Waterways Section, located at 89 Kings Highway in Dover, Delaware, with an application deadline of October 12, 2026, and an annual salary of $39,873.50.
Position Details and Working Structure
This role offers an entry point into environmental administration, though it is structured specifically as a one-year contractual position rather than a State of Delaware merit position, with an opportunity to work long-term. Operating out of the Dover office, the selected candidate manages administrative activities within the Wetlands and Waterways Section, functioning as the primary liaison between the section and stakeholders while maintaining organized document workflows for regulatory and permitting programs.
The position requires familiarity with Microsoft 365, electronic databases, and departmental information management systems. Core tasks involve coordinating the intake, processing, and document management of applications associated with docks, piers, shoreline stabilization, wetlands, and subaqueous lands. The specialist also handles application and permit fees, reconciles financial transactions, and submits daily Reports of Receipts to Accounting.
Core Responsibilities and Public Engagement
Serving as the primary point of contact for customers via telephone, email, and in-person visits, the Senior Administrative Specialist provides guidance regarding section services, permitting processes, regulations, policies, and procedures. The role demands rigorous document management across both electronic and hard-copy records to ensure files are accurately received, tracked, routed, and retained.
Archiving and purging records in compliance with Delaware Public Archives requirements is a fundamental responsibility. The role also involves composing official correspondence, permits, and other documents for signature and distribution while coordinating smooth document routing across agency staff and consultants.
Qualifications and Conditions of Employment
Applicants must satisfy specific professional and technical requirements to be considered for the Dover-based post. Candidates need one year of experience performing administrative specialist work—such as composing official documents, drafting communications, tracking workflow issues, or supporting research and data management. Applicants must also demonstrate one year of experience using standard computer software to create documents, spreadsheets, and databases, alongside one year of experience collecting, compiling, and evaluating data from multiple sources to prepare reports or letters. Six months of experience in providing guidance and consultation to management and customers on administrative matters is also mandatory.

Employment conditions mandate that applicants are legally authorized to work in the United States without employment-based sponsorship, as the Kent Conservation District does not sponsor H-1B visas. New employees must enroll in direct deposit, and a valid, non-suspended driver’s license is required.
Compensation and Benefits Package
The contractual position includes a comprehensive benefits structure designed for a standard 37.5-hour work week with flexible scheduling options. Employees accrue 9.5 hours per month of vacation leave and 9.5 hours per month of sick leave, with accruals prorated during the first month of employment. The package also covers 12 paid holidays per year following the State of Delaware schedule, alongside health insurance and pension provisions.
Candidates requiring accommodations during the application and employment process due to disabilities can access assistance through the Delaware Relay Service for TDD users.
