School Violence: Quebec Education Minister Addresses Prevention
Quebec’s Minister of Education, Sonia LeBel, acknowledged Thursday that a report highlighting a “banalization” of reported sexual violence in schools raises “issues” within certain school service centers, though she expressed optimism that school boards will adapt to address the concerns.
The response came after the release of the annual report by the provincial Protector of Students, Jean-François Bernier, which found a lack of seriousness in the handling of reported acts of sexual violence within Quebec’s school system. Bernier’s report, published Wednesday, suggests that existing measures are insufficient and that reported incidents are not being treated with the appropriate gravity.
Speaking to the press, LeBel stated that the government views the situation as an “extremely worrying issue,” and later clarified in a telephone interview with La Presse Canadienne that it is an “extremely high priority.” She insisted that the situation “clearly matters” and sought to dispel any ambiguity regarding the government’s commitment to addressing the problem.
LeBel emphasized the availability of tools and training for school personnel, and reminded reporters that updating violence and bullying prevention plans is a legal obligation for all schools. “Now, it needs to be concretely translated in all our schools,” she added.
The Minister too revealed that she had met with Bernier, describing him as “very positive about the approach he has taken.” She further noted that, in the majority of cases, “his recommendations are always well followed.”
Opposition parties have criticized the government’s response. Québec solidaire co-spokesperson Ruba Ghazal denounced what she characterized as the CAQ government’s inaction in preventing sexual violence in primary and secondary schools, stating that this inaction has resulted in victims – the students themselves.
The government’s assurance that the issue is a priority follows an initial cautious reaction to Bernier’s report. The Legault government has now affirmed its commitment to addressing the concerns raised regarding the handling of sexual violence incidents within the province’s educational institutions.
