As Arizona confronts persistent drought, the state’s Water Infrastructure Finance Authority (WIFA) is pursuing cross-border water augmentation strategies, including potential desalination projects tied to Mexico and California. According to reporting from Hoodline, state officials are actively evaluating water exchange deals and infrastructure partnerships to capture water usually lost to the sea, aiming to secure up to around 500,000 acre-feet of new supply annually.

WIFA Advances Seven Water-Supply Proposals

Arizona’s water security strategy shifted significantly following a unanimous vote by the WIFA board to propel the state into pre-development stages for four key water augmentation projects. Out of seven total proposals put forth by the agency, three dive directly into desalination technology. Rather than building long-distance pipelines to haul saltwater across state lines, officials are focusing on international and interstate exchange frameworks. “There’s more than 120 ‘desal’ plants worldwide and so the technology is there. It’s proven technology,” WIFA Chairman Jonathan Lines told ABC15, as noted in regional coverage.

The initiatives are designed to diversify an over-stressed portfolio. Tom Buschatzke, director of the Arizona Department of Water Resources, emphasized the gravity of the shift. “This is a huge milestone for the state of Arizona. We have huge water challenges facing us. This is going to be a key tool,” Buschatzke affirmed to KJZZ.

Weighing Timelines, Costs, and Interstate Logistics

Despite the momentum, state officials acknowledge that these engineering undertakings do not offer an immediate fix for the arid region. Complexities involving interstate cooperation and costs mean that desalination-focused projects are not projected to become fully operational until 2031 at the earliest. WIFA Director Chelsea McGuire characterized the comprehensive approach bluntly, noting that “there’s no silver bullet…it’s silver buckshot.”

Funding for these multi-phase capital projects will rely on a hybrid model blending private investment and taxpayer dollars.

Public Feedback and Next Steps for Regional Supply

Formal negotiations with project proponents mark the next chapter for WIFA, accompanied by a public comment portal designed to gather input from Arizona residents. While financial forecasting and exact water yield estimates remain clouded in uncertainty, the proposals represent a departure from traditional conservation-only mandates.
