Russia Internet Shutdown: Moscow Adapts to Digital Blackouts

Moscow is experiencing intermittent mobile internet shutdowns, a tactic authorities attribute to security concerns, but which is disrupting daily life and raising questions about the Kremlin’s control over information. The disruptions, which began sporadically in recent weeks, are now affecting the Russian capital, impacting transportation, commerce and communication.

The shutdowns are forcing Muscovites to revert to older methods of navigation and payment. Taxi drivers are struggling to use ride-hailing apps, and many businesses are reporting difficulties processing card payments. Demand for printed city maps and cash transactions has surged, according to reports from residents.

“It’s intimidating, but what can we do?” said Anton, a student in Moscow, reflecting a sense of resignation among some residents. He acknowledged the stated security rationale but expressed caution about discussing the situation openly.

The disruptions come as Russia continues to tighten its control over the digital sphere. Access to popular social media platforms like Instagram, YouTube, and Facebook is already restricted, requiring users to employ VPNs – a practice now facing increased scrutiny and suppression from authorities. Thousands of websites, including those of independent media outlets and human rights organizations, remain blocked.

The situation is particularly acute for residents of regions bordering Ukraine, where mobile internet shutdowns have been more frequent and prolonged. Anastassia, a resident of Moscow originally from Belgorod, a city near the Ukrainian border that has been subject to shelling, expressed a preference for life without internet access. “I’d rather live without connection than with air raid sirens and screaming,” she said.

The official justification for the shutdowns centers on national security, with authorities hinting at a need to counter drone attacks. However, reports indicate that drone activity continues despite the disruptions.

The Kremlin is simultaneously promoting domestic alternatives to Western-controlled platforms. The messaging app MAX, developed under state auspices, is being increasingly integrated into essential services, including government portals, schools, and payment systems. Critics express concerns about potential surveillance and data collection through the app.

A recent performance by a children’s ensemble from Volgograd on state television underscored the government’s messaging. The group sang a song explicitly rejecting the internet, with lyrics proclaiming, “We don’t want it, you won’t find us online. We are not in your internet.”

Russian media reports estimate that Moscow businesses lost over 50 million euros in just five days due to the disruptions. Although a whitelist of approved websites, including government portals, emergency services, and state-controlled media, remains accessible, the broader impact on the city’s digital economy is significant.

Demonstrations against the internet shutdowns have been announced in some cities, but it remains unclear whether they will be permitted to proceed.
