Rouen Orthodontist Suspended: Patients Fear Fraud & Cancelled Appointments

Patients of a Rouen orthodontist are facing uncertainty after the practitioner was suspended by the regional health agency (ARS Normandie) amid allegations of fraud and misuse of funds totaling 2.5 million euros. Dr. Magaly Bouissou-Duclos, who practices in the Luciline district, is accused of allowing unqualified assistants to perform medical procedures, according to the ARS.

The suspension, which is for a maximum of five months pending a disciplinary review by the order of surgeons-dentists, has left patients scrambling for answers and attempting to retrieve their medical records. A Facebook group, “Infos cabinet B-D orthodontiste Rouen,” has grow a central hub for concerned patients sharing information and seeking guidance.

Despite initial reports in the press, Dr. Bouissou-Duclos’s website stated she continued to see patients as usual. However, numerous patients have reported cancelled appointments and a closed clinic in recent days. Attempts to contact the clinic’s secretary have been unsuccessful, with the voicemail indicating the practitioner is no longer accepting messages.

The ARS Normandie stated it suspended Dr. Bouissou-Duclos “on a provisional basis…pending a disciplinary decision by the professional order,” citing concerns that she was “exposing her patients to a serious danger.”

The case originated with the primary health insurance fund (CPAM), which flagged an unusually high volume of patients treated by the orthodontist, raising suspicions of fraudulent activity. The investigation is ongoing and Dr. Bouissou-Duclos is currently presumed innocent. Her lawyer, Me Joachim Bokobsa, has not yet responded to requests for comment.

The order of surgeons-dentists has advised patients wishing to obtain their records to contact the orthodontist directly via email. The next judicial hearing in the case is scheduled for June 5, 2026.
