Rotorua Council Clash: Member Storms Out, Mayor Denies Attack

April 17, 2026 Emma Walker – News Editor News

Rotorua District Council member Rawiri Waru walked out of a council meeting on Tuesday after a heated exchange with Mayor Tania Tapsell over allegations of a coordinated campaign against her.

The incident occurred during a routine meeting where Waru raised concerns about the mayor’s handling of a recent public consultation on urban development. According to attendees, Waru accused Tapsell of orchestrating a behind-the-scenes effort to silence dissenting voices on the council, citing anonymous emails and social media posts critical of several councillors.

Tapsell responded by denying any involvement in or knowledge of such a campaign, stating that the allegations were baseless and harmful to the integrity of the council’s processes. She emphasized that all public feedback had been received through official channels and that no councillor had been targeted.

Waru, who has served on the council since 2022 and represents the East Ward, stood up shortly after the exchange and left the chamber without further comment. He did not return for the remainder of the meeting.

The mayor later told 1News that while robust debate is expected in local government, accusing fellow elected officials of coordinated misconduct without evidence undermines public trust. She said she would not be drawn into personal disputes and remained focused on delivering the council’s strategic priorities.

Council staff confirmed that no formal complaint had been filed regarding the incident, and the meeting proceeded to address agenda items including budget allocations and infrastructure planning. No disciplinary action has been initiated against either party.

Rotorua District Council oversees a population of approximately 75,000 residents and is responsible for local services including water, waste management, and community facilities. The council consists of ten elected members and the mayor, all serving three-year terms.

As of Wednesday, neither Waru nor Tapsell had issued further public statements on the matter. The next council meeting is scheduled for two weeks from Tuesday.
