RAND Europe’s Response to the EU Cloud and AI Development Act Call for Evidence

RAND Europe provides a response to the European Commission‘s 9 April 2025 call for evidence and public consultation to the proposed EU Cloud and AI Development Act, concerning bolstering Europe’s leadership in high-performance computing resources and digital infrastructure for Artificial intelligence development. It assesses the Act’s stated objectives and provides strategic recommendations for Europe’s AI compute strategy. Drawing on recent RAND research, leading AI trajectory analysis, and European thought leadership, the response examines what current and projected AI capabilities could imply for the EU’s role in AI development and governance.

This response was first submitted to the European Commission’s consultation on the proposed EU Cloud and AI Development Act and features on the Commission’s website.
