François Legault will remain a member of the National Assembly for L’Assomption until the next provincial election in October, even after stepping down as leader of the Coalition Avenir Québec (CAQ) on April 12th. The outgoing premier stated the decision stemmed from a sense of responsibility to his constituents, ensuring they would continue to have representation throughout the remainder of the current parliamentary term.

Legault intends to maintain an active presence within his riding, focusing on engaging with citizens and promoting local businesses. Whereas he will continue to participate in key votes and vital proceedings at the Salon rouge, sources indicate he will abstain from attending CAQ caucus meetings to avoid overshadowing his successor. This arrangement allows Legault to fulfill his commitment to his electorate while facilitating a smooth transition of leadership within the party.

The decision to remain as a member of the legislature as well enables Legault to receive a departure indemnity, estimated at approximately $300,000. Although, those close to the premier have emphasized that this financial consideration was not a motivating factor in his decision. The move echoes a similar pattern observed at the federal level, where former Prime Minister Stephen Harper remained the Member of Parliament for Calgary Heritage for several months after losing the 2015 election.

Legault’s planned departure comes as the CAQ faces increasing signs of what some observers are calling a “end-of-term syndrome.” A recent analysis points to a modest budget, departing elected officials, reduced legislative ambitions, and diminishing expectations of securing additional funding from the federal government as indicators of a government losing momentum. The party is now positioning itself as a bulwark against a potential referendum on Quebec sovereignty, according to recent statements from Legault. Despite this positioning, questions remain about the CAQ’s ability to convince voters of its continued relevance.

During the height of the health crisis, Legault was recognized for his humanity and compassion, despite organizational shortcomings. However, the current political climate presents latest challenges for the CAQ as it navigates a shifting landscape and prepares for a leadership transition. The party’s future direction and its ability to maintain public support will depend heavily on the choices made by its next leader.
