Effective October 1, 2026, the Pakistan Telecommunication Authority (PTA) has mandated a uniform SIM policy requiring all mobile network operators to implement a 180-day minimum balance validity period. According to regulatory determinations reported by National Times, the order resolves consumer complaints regarding the forfeiture of unused prepaid credits and unauthorized balance deductions by carriers such as Zong and Telenor Pakistan.
Regulatory Crackdown on Prepaid Balance Forfeiture
The regulatory intervention follows widespread subscriber grievances lodged with the PTA. According to a senior PTA official cited by National Times, consumers reported that certain mobile network operators required active balance minimums even during a SIM’s valid lifecycle, canceling accounts upon non-compliance and refusing to carry over remaining funds to subsequent recharges. With approximately 97 percent of subscribers across Pakistan, Azad Jammu and Kashmir, and Gilgit-Baltistan utilizing prepaid connections, the financial impact of these lost credits disproportionately burdens low-income and infrequent users.
Under the finalized determination, telecom companies must guarantee that any prepaid balance remains valid for at least 180 days. Furthermore, any expired balance will automatically reinstate and become fully usable upon a subsequent recharge during the active life of the SIM, aligning operations with the Telecom Consumers Protection Regulations.
Operator Compliance and Recycling Protocols
Market response to the PTA directive varies across major telecom players. According to reporting, Jazz informed regulators that its existing infrastructure already maintains prepaid balances for the active life of a SIM, operating under a standard 90-day active base with a subsequent 180-day quarantine period. Under Jazz guidelines, dormant SIMs are eligible for total recycling after 720 days, extinguishing prior ownership rights.
Conversely, Telenor—recently acquired by PTCL—alongside Zong faced direct scrutiny over forfeiture practices. While Telenor opposed indefinite validity models during public consultations, company representatives confirmed they already restore lapsed balances upon customer recharges. Operators are explicitly barred from deploying unfair commercial practices to bypass the October 1 deadline.
