The Evolution of Phase Zero Conflict

Russia does not need to wage open war to regularly and significantly attack Poland, according to an extensive analytical report published by Defence24. Over recent years, a relentless sequence of cyberattacks, subversion, intelligence operations, and information campaigns that sit directly on the threshold of armed conflict. Analysts define this environment as “Phase 0” of modern warfare, where hostile actors continuously test military responses and infrastructure resilience.

Poland has long served as a primary target for these operations, a pattern that predates the 2008 conflict in Georgia and the 2014 incursions into Ukraine. However, the frequency and sophistication of these incidents escalated dramatically after February 24, 2022. As Poland transformed into the principal logistical hub for international assistance to Kyiv, it effectively became a laboratory for hybrid warfare tactics designed to paralyze decision-making processes and polarize domestic society.

The Polish Defense Minister characterized Russia’s most dangerous weapon in hybrid attacks as emotional truth, which in reality consists of outright lies designed to fracture public trust, according to reporting from UATV.

Updating the National Security Architecture

Government spokesman Adam Szlapka noted at a press conference that the strategy will serve as a mandatory guideline for all state institutions. Deputy Defense Minister Cezary Tomczyk emphasized that the older 2020 framework failed to reflect the harsh realities of modern aggression or large-scale fortifications like the Eastern Shield program, which aims to fortify Poland’s eastern border against hybrid incursions.

The updated document establishes clear strategic priorities:

• Strengthening national deterrence and defense mechanisms against multi-vector sabotage.
• Boosting economic and technological potential while securing critical infrastructure.
• Enhancing food and environmental security against localized disruptions.

President Andrzej Duda originally approved the prior National Security Strategy in May 2020. The current revisions reflect an urgent push by Warsaw to establish a Maritime Security Center dedicated to protecting vital port facilities and energy infrastructure at sea from covert underwater and cyber threats.

Intelligence Cooperation and Institutional Resilience

Polish and US intelligence officials recently held high-level talks in Warsaw, focusing explicitly on tracking Russian sabotage networks and identifying operatives engaged in clandestine diversionary missions, as detailed by TVP World and The Independent.

Despite these proactive diplomatic and military steps, systemic vulnerabilities remain visible. Authors of the Defence24 security report note that the official picture of the threat remains incomplete because many investigations cannot be brought to a swift conclusion. Staffing shortages within national security services continue to hamper comprehensive enforcement, leaving state institutions racing to keep pace with rapid technological and operational changes deployed by hostile actors.

As hostile actors refine their methods below the threshold of conventional combat, Poland’s expanded strategy marks a fundamental shift from reactive defense to proactive institutional hardening. The long-term success of this doctrine will depend heavily on closing investigative bottlenecks, fortifying critical infrastructure nodes, and maintaining seamless cooperation with international allies.
