PM Shehbaz Orders FBR-Style Digital Monitoring of Fuel Supply Chain

Prime Minister Shehbaz Sharif directed authorities on Thursday, August 1, 2026, to develop a comprehensive fuel movement monitoring system modeled on the Federal Board of Revenue’s modern tracking framework. Chaired in Islamabad, the high-level meeting focused on institutional capacity enhancement and reforms for the Oil and Gas Regulatory Authority (Ogra) to protect public capital.

Establishing End-to-End Digital Supply Chain Visibility

The government aims to deploy advanced technology and software to establish digital monitoring of the petroleum supply chain from ports and refineries to petrol pumps. According to official meeting briefings published in Dawn, Prime Minister Shehbaz instructed that digital monitoring cover the entire transit route from import ports and local refineries directly down to individual retail petrol pumps.

This mandate builds upon initial technological deployments already activated by the regulator. The Ogra chairman reported that current infrastructure already includes the National Monitoring Dashboard, the Tanker Track and Trace System, Depot Tank Telemetry, the Rahguzar Mobile App, a Digital Sales Entry System at retail fuel stations, and a Central Monitoring Cell.

Despite these digital additions, enforcement gaps persist. A data-driven special enforcement campaign executed in July 2026 uncovered multiple instances of unauthorized fuel hoarding, artificial supply disruptions, and regulatory violations. Administrative pushback resulted in formal show-cause notices and legal proceedings against non-compliant operators.

To institutionalize stricter governance, the prime minister ordered that reputable specialists from the private sector join Ogra through a transparent, merit-based hiring process across all departments. The state pledged full professional support for this organizational restructuring, directing all regulatory bodies to formalize active coordination channels with their parent ministries.

Financial Compliance and Refining Infrastructure Upgrades

Financial accountability remains a core pillar of the current regulatory push. Prime Minister Shehbaz stated during the session that the administration will safeguard public resources against market manipulation. The broader institutional reform agenda encompasses several distinct structural overhauls:
