St. John’s, newfoundland and Labrador – Philip Wall, a distinguished public servant who served as Deputy Minister of Finance for Newfoundland and Labrador and held numerous leadership roles within the province, passed away peacefully on Sunday, August 3, 2025, at the L.A. Miller Centre. He was 77 years old and surrounded by his wife, Sylvia, and daughter, Stacy.
Wall dedicated his career to public service, leaving an indelible mark on the province’s financial landscape. he served as President and CEO of Enterprise NL and was the inaugural Commissioner appointed under the Access to facts and Protection of Privacy Act. His commitment extended beyond government,as evidenced by his over 30 years of volunteer work with the Canadian Cystic Fibrosis Foundation,including two terms as National President.
Born to Frank and Isabella Wall, Philip is predeceased by his daughter, Cindy Wall, as well as his parents and in-laws, Mary and James Martin, and sister-in-law, Elizabeth Wall. He is survived by his wife, sylvia; daughter, Stacy Walsh (Jim); grandchildren Isabella and Emileo D’agostino; sisters Jean Sturge (cyril), Kathy MacKey (Gell), and Janet Parsons (David); and brothers David (Mary) and Frank. He is also remembered fondly by brothers-in-law Roland, Raymond, and Gary Martin, and a wide circle of relatives and friends, including the Critches, the Burts, the Penneys, the Kennedys, and Laurette Paterson in Florida.
Wall’s contributions were recognized with the Queen Elizabeth II golden Jubilee Medal, a testament to his dedication to service. He was a long-standing member of the Naturals Group of the St. John’s rotary Club and actively participated on countless boards and committees throughout his life.
Cremation has taken place as per his wishes. Visitation will be held at Carnell’s Funeral Home, 329 Freshwater Road, from 2-9 p.m. on Thursday, August 7th, and Friday, August 8th. A funeral service will be conducted on Saturday, August 9th, 2025, at 10:00 a.m. at the Carnell Memorial Chapel, followed by interment at Holy Sepulchre Cemetery. Donations in his memory may be made to Cystic Fibrosis Canada.
