SNAP Recipients in Pennsylvania Face New Work Requirements, Potential Benefit Loss
PHILADELPHIA, PA – Pennsylvanians receiving Supplemental nutrition Assistance Programme (SNAP) benefits are now subject to new work requirements, perhaps leading to a loss of benefits as early as December 1, 2025, for those who do not comply. The rules, impacting able-bodied adults without dependents (ABAWDs), necessitate 20 hours of work, job training, or volunteering per week to maintain eligibility.
Individuals can maintain SNAP eligibility by meeting one of three requirements:
1. Work 20 Hours Per Week: Employment for at least 20 hours weekly satisfies the requirement, even if earnings are less than $217.50 per week. Hours can fluctuate month to month, provided a total of 80 hours are worked within a month. Recipients must inform the county Assistance Office (CAO) of their work hours, and caseworkers will verify compliance during six-month benefit renewals.A drop below 80 hours monthly requires reporting to the CAO within 10 days, as does a return to 20 hours or more. Work can include in-kind compensation, such as free rent. “Good cause” exceptions are available for circumstances beyond an individual’s control, like medical emergencies. Combining work with community service or training programs can also fulfill the 20-hour weekly requirement.
2. Participate in employment & Training 20 Hours Per Week: The CAO can refer recipients to programs designed to assist with job acquisition. Simply searching for a job independently does not meet the requirement.
3. Volunteer or Participate in Community Service: Volunteering at any nonprofit institution qualifies, but the organization must complete Form PA 1938. The required volunteer hours are calculated by dividing the monthly SNAP grant amount by $7.25 (the minimum wage). For example, a single individual receiving $292 in SNAP benefits monthly must volunteer 41 hours to remain eligible.
Failure to comply with these requirements may subject individuals to a 3-month time limit on SNAP benefits.Individuals who believe they may be exempt from these requirements are encouraged to “raise your hand” and inform the CAO.A full list of exemptions is available at https://clsphila.org/public-benefits/work-requirements-for-snap-benefits/.
