Pandan Valley motorists face narrow lots and tight car park ramps

Motorists navigating multi-storey car parks at places like Pandan Valley face narrow lots, tight ramps, and protruding structures that can damage vehicles and test driver precision. Channel NewsAsia reported that parking space widths at Beauty World varied between 2.4 metres for lots nestled between pillars, 2.5 metres, and 2.8 metres.

A 1977 Layout Tested by Time

The constraints become starkly apparent at Pandan Valley, a condominium built in 1977, which features narrow lots alongside tight ramps and sharp turns distributed across its four multi-storey car parks. Channel NewsAsia found that one ramp at the development measured about 2.8 metres across, displaying visible scrape marks on the adjacent pillars. Similar marks appear on pillars across multiple other ramps within the estate.

Collisions on the Ramps

Mr Alvin Lam, 34, encountered the tight confines on his first visit to the development for work with a colleague. As he drove up a ramp toward the second storey, his car struck a knee-high concrete structure protruding from a pillar that he had neither noticed nor expected.

The collision damaged his side fender and headlight cover while bending an iron bracket on the side fender. He subsequently spent three days having the vehicle repaired in Johor Bahru, Malaysia, at a cost of RM3,000, equivalent to S$941.

The Cost of Daily Navigation

Regular residents have adapted by treating their driving as a precise science. Ms Jeannie Loo, 39, a financial consultant, stated that she typically requires two distinct manoeuvres to safely negotiate one of the estate’s ramps. After successfully clearing a turn in a single motion on several occasions, she grew complacent and ultimately scratched and dented her vehicle. Repairs for the dent and repainting cost her approximately S$400, or US$312.

Weighing Bad Alternatives

While Ms Loo continues to use the multi-storey car park, she drives at reduced speeds and allocates extra time for maneuvering. She avoids the estate’s open-air car park as an alternative, noting that it exposes vehicles to bird droppings, leaves, twigs, and intense sunlight. Other residents show even less willingness to utilize the ramps, often reversing out of the upper levels if ground-floor spaces are full rather than driving further upward.

Widening the existing lots offers no straightforward remedy. Ms Loo pointed out that repainting the bays to create broader spaces would reduce the total number of lots available on each level, which in turn would force more motorists to drive higher up the multi-storey structure and contend with the difficult ramps.

LTA Standards Require Wider Ramps than Pandan Valley

Regulatory standards set by the Land Transport Authority require a minimum clear width of 3.6 metres for a single-lane car ramp on a straight section, and 4.2 metres on a curve. When contacted regarding the estate’s infrastructure, Pandan Valley’s estate management team stated that it had not received any feedback concerning the car park during the five months since it assumed management of the property.
