Pampanga Cigarette Raids: P70M Seized, Lawmakers Probed & Equipment Confiscated

Philippine authorities have shuttered four illegal tobacco factories in Pampanga province and are preparing charges against a suspected “tobacco lord” and two lawmakers, officials announced February 16, 2026. The coordinated raids, conducted by the Bureau of Customs (BOC) and the Department of the Interior and Local Government (DILG), resulted in the seizure of illicit cigarette-making equipment valued at approximately ₱400 million (roughly $7.1 million USD).

The operations targeted facilities in the City of San Fernando, Pampanga, according to a statement released by the DILG. DILG Secretary Juanito Victor C. Remulla and PNP Chief PGEN Jose Melencio C. Nartatez Jr. Jointly presided over a press briefing at the Chamian Commercial Warehouse, Lot 2-C, Phase 4, Balit Road, Brgy. Panipuan, to detail the findings.

Authorities seized cigarette-making machines, raw materials, and finished illicit cigarettes. The BOC estimates the value of the seized illicit tobacco products at ₱70 million. The investigation centers on allegations that the seized equipment was used to produce counterfeit cigarettes evading taxes and regulations.

The DILG is reportedly building a case against the alleged “tobacco lord” and two unnamed lawmakers suspected of involvement in the illegal cigarette trade. Secretary Remulla indicated that charges would be filed once the investigation is complete. The nature of the lawmakers’ alleged involvement has not been publicly disclosed.

In a separate but related action, authorities discovered another alleged illegal cigarette warehouse in Pampanga. The ongoing investigations suggest a widespread network involved in the production and distribution of illicit tobacco products.

The raids in Pampanga follow a separate operation in Misamis Oriental, where the BOC destroyed smuggled cigarettes valued at ₱188 million. This indicates a broader effort by the national government to combat cigarette smuggling and illicit tobacco production across the Philippines.

As of February 17, 2026, the DILG has not released the identities of the lawmakers under investigation, nor has it provided a timeline for the filing of charges. The PNP and BOC continue to conduct further investigations into the alleged syndicate’s operations and financial networks.
