South Africa is the only African nation whose citizens can enter Venezuela without a tourist visa, according to the Venezuelan Ministry of Foreign Affairs. The exemption is part of a broader list of countries with which Caracas maintains bilateral visa-waiver agreements, primarily involving nations in Latin America, Europe, and Asia.
Visa Policy and Diplomatic Reciprocity
The visa-free status for South African passport holders is governed by reciprocal diplomatic arrangements. While Venezuela maintains strict entry requirements for most of the African continent, the agreement with South Africa facilitates travel for tourism and short-term business visits.

The list of countries exempt from Venezuelan tourist visas includes:
- Europe: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, and the United Kingdom.
- Americas: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Mexico, Paraguay, Peru, and Uruguay.
- Asia and Middle East: Japan, Malaysia, South Korea, and Turkey.
For citizens of nations not included on this list, Venezuelan authorities require a consular visa. Applicants must present a valid passport, proof of economic solvency, and a letter of invitation or hotel reservation to the nearest Venezuelan consulate.
Stricter Entry Requirements
The Venezuelan government has recently tightened border controls and migration policies. In late 2024, the government implemented a "visa-free" list that excludes most of the global south, citing national security and migration management as primary drivers.
The Administrative Service of Identification, Migration and Immigration (SAIME) continues to manage the entry process for foreign nationals. Travelers arriving from countries without a visa waiver must obtain authorization before boarding flights to Venezuela.
