Ukraine’s parliament voted in December 2014 to seek NATO membership, a move formalized in the country’s constitution in 2018, as relations with Russia deteriorated following the annexation of Crimea and the outbreak of conflict in eastern Ukraine.
The shift in Kyiv’s foreign policy trajectory followed decades of navigating a neutral stance, initially established after Ukraine’s independence from the Soviet Union in 1991. Early cooperation with the North Atlantic Treaty Organization began that same year, with Ukraine joining the Partnership for Peace program in 1994 and establishing the NATO-Ukraine Commission in 1997 to foster closer ties. Despite this engagement, Ukraine did not actively pursue full membership throughout the 1990s and early 2000s.
At the 2008 Bucharest summit, NATO refrained from offering Ukraine a Membership Action Plan, though it signaled that Ukraine would eventually be admitted to the alliance. This position was complicated by a change in Ukrainian leadership in 2010, when then-President Viktor Yanukovych oversaw a parliamentary vote to reaffirm the country’s neutral status, whereas maintaining cooperation with NATO.
The 2014 Ukrainian Revolution, which led to Yanukovych’s removal from office, prompted a renewed debate over Ukraine’s geopolitical orientation. Russia’s subsequent actions – the annexation of Crimea and support for separatists in eastern Ukraine – ultimately solidified support within Ukraine for seeking NATO membership. NATO responded by condemning Russia’s actions and increasing its support for Ukraine’s sovereignty, with several member states providing military assistance.
As of February 2026, Ukraine remains a partner country, but not a member of NATO. NATO has increased its support for, and cooperation with, Ukraine, but does not extend the same security guarantees to Ukraine as it does to its member states. Russia continues to oppose any prospect of Ukraine joining the alliance, a position that has intensified during the ongoing Russo-Ukrainian War.
